    1). UnionFinance Ministry has imposedanti-dumping duties on importedChinese auto parts used in commercial vehicles for a period of five years following recommendations of theDirectorate-General of Anti-Dumping and Allied Duties (DGAD)
    ·        Anti-dumping duties– It is counter import measure used by a country under the multilateralWorld Trade Organisation (WTO) regime to protect its domestic producers and market from below-cost/cheap imports
    ·        It varies from product to product and from country to country
    ·        Chinese items likeFront-axle beam andsteering knuckles meant for heavy and medium commercial vehicles were imported into India at prices less than even cost of production in domestic market
    ·        Anti-dumping duties were also imposed on the following items for5 years
    a)   Fully-drawn/oriented yarn
    b)   Spin-drawn yarn
    c)   Flat yarn of polyester (non-textured) imported fromChina andThailand
    d)   Plain medium density fibre board of thickness 6 mm and above imported fromMalaysia, China, Thailand andSri Lanka
    e)   Hexamine used in making of phenolic resins imported fromChinaand theUnited Arab Emirates (UAE)
    2). Union Civil Aviation MinisterAshok Gajapathi Raju flagged off India’s1stParagliding World Cup at Bir Billing near Baijnath town inKangra district ofHimachal Pradesh
    ·        It is for the 1st time that Paragliding World Cup is being organised in aSouth Asian country
    ·        Official mascot –Snow leopard
    ·        Event duration –1 week
    ·        This Paragliding World Cup will host the followingcategories of competition
    a)   Paragliding
    b)   Hot air ballooning
    c)   Hand gliding
    d)   Acrobatic shows
    ·        More than130 registered pilots including14 women pilots from35 countries would take part
    ·        Indian side8 flyers and6 among them are from the Himachal Pradesh
    ·        The following organizations have made elaborate arrangements for the purpose of World Cup
    a)   Himachal Pradesh government
    b)   Kangra District Administration
    3). On 23rd October 2015, PresidentPranab Mukherjee presented theSangeet Natak Akademi Fellowships and Awards for the year 2014 at Rashtrapati Bhavan in the categories of music, dance, theatre, traditional folk/tribal music/dance/theatre and puppetry and overall contribution/scholarship in the performing arts
    ·        The following are among the eminent personalities who were awarded with thefellowships ofSangeet Natak Akademi
    a)   S R Janakiraman– musicologist
    b)   M S Sathyu  – theatre doyen and noted filmmaker
    c)   Vijay Kumar Kichlu– musician
    d)   Tulsidas Vasant Borkar– musicians 
    ·        9 artists including the following received awards for their contribution tomusic, while8 artistswere honoured for their contribution todance
    a)   Ashwini Bhide Deshpande
    b)   Iqbal Ahmed Khan
    c)   Nath Neralkar
    d)   Nayan Ghosh
    e)   Ronu Majumdar
    ·        Eminent folk singer from Jammu and KashmirAbdul Rashid Hafiz, who is known for his renditions of traditionalChakri singing, was among 8 artists facilitated for their contribution totraditional arts
    ·        Noted playwriterAsgar Wajahat was amongst the 8 artists honoured for their contribution totheatre
    4).Japan has offered soft loan of15 billion dollars (Rs 90,000 crore) at an interest rate ofless than 1% to India’s ambitious first bullet train project viz.Mumbai-Ahmedabad high speed rail corridor along with technology
    ·        Japan International Cooperation Agency (JICA) has submitted its report to theUnion Railway Ministry
    ·        In its report JICA has envisaged a reduction in the travel time on the505-km long corridor between Mumbai-Ahmedabad to2 hours from the existing period of over 7 hours
    ·        The report also has mentioned that the bullet train is expected to run at speeds of around300-350 km/hour
    5). The1st World Indigenous Games commenced in the northern Brazilian city ofPalmas with a lavish opening ceremony of the multi-sport event
    ·        World Indigenous Games– The 1st of its kind international multi-sport event that involves2000 indigenous athletes belonging to different indigenous ethnic groups from30 countries
    ·        The following are theparticipating countries

    ·        The opening ceremony was attended by Brazilian PresidentDilma Rousseff
    6). Retired Lieutenant GeneralNasser Khan Janjua has been appointed as the newNational Security Advisor (NSA) ofPakistan
    ·        Previously, Janjua had retired asChief of Southern Command which is based at Quetta in Balochistan province
    ·        He also had served as the President of theNational Defence University
    ·        He has worked on military preparedness exerciseAzm-e-Nau, which manily focuses onIndia
    ·        He succeededSartaj Aziz who was earlier holding dual offices of NSA and Adviser on Foreign Affairs with status of a federal minister
    ·        Now Mr. Aziz will only concentrate onforeign affairs
    ·        Janjua’s immediate task will be to concentrate on security ties withAfghanistan in the west andIndia in the east
    Mexico’s Pacific coast was hit by one of the most powerful storms on record, Hurricane Patricia on 23 October 2015
    ·        The hurricane carried destructive winds with a speed of 165mph forcing thousands to flee homes and beach front resorts
    ·        Patricia landed about 55 miles west-northwest of Manzanillo where the largest container port on Mexico’s Pacific seaboard is located
    ·        There are no reported casualties and officials said the damage might not be as catastrophic as feared.
    ·        The US National Hurricane Center declared the hurricane hit as a Category Five storm – the highest classification
    ·        It also announced that it would lead to life-threatening flash floods and mudslides in rural areas
