    DRAFT NATIONAL CIVIL AVIATION POLICY 2015

    1). Union Minister of State for Civil Aviation (MoCA),Mahesh Sharma announced theDraft National Civil Aviation Policy (NCAP) 2015 inNew Delhi to popularize air travel among Indians

    2).Vision – To create an eco-system to enableRs. 30 crore domestic ticketing by2022andRs. 50 crore by2027
    ·        Similarly, international ticketing to increase toRs. 20 crore by2027

    3).Mission – Provide safe, secure, affordable and sustainable air travel with access to various parts of India and the world

    4).The following are theobjectives of NCAP 2015
    ·        To ensure safe, secure and sustainable aviation industry through use of technology and effective monitoring
    ·        To enhance regional connectivity through fiscal support and infrastructure development
    ·        To enhance ease of doing business through deregulation, simplified procedures and e-governance
    ·        To promote the entire aviation sector chain – cargo,Maintenance, Repair and Overhaul (MRO), general aviation, aerospace manufacturing and skill development
    5).The aim of the Government is to provide an eco-system and a level playing field to the following aviation sub-sectors
    ·        Airlines
    ·        Airports
    ·        Cargo
    ·        Maintenance Repairs and Overhaul services
    ·        General Aviation
    ·        Aerospace manufacturing
    ·        Skill Development
    The following are thekey features of the NCAP 2015:

    6). It seeks to improve air connectivity among the smaller cities and to bring India to third position from the current10thposition in the global aviation sector

    7).Directorate General of Civil Aviation(DGCA) will implementState Safety Programme (SSP) and develop State Safety Plan periodically which addresses the aggregate safety risks at the State level

    8).SSP will ensure that relevant service providers implement theSafety Management Systems (SMS), proactively identify operational hazards and apply risk management principle for the mitigation of these hazards

    9). TheAircraft Accident and Incident Investigation Bureau (AAIIB) will be strengthened in order to undertake speedy, professional and effective investigations

    10). DGCA will issue separateCivil Aviation Requirements (CAR) wherever possible for the ease of Scheduled Commuter Airlines, Charter operators

    11).The government will provide money from a special fund to establish about300 airports and air strips in smaller cities

    12). TheRegional Connectivity Scheme (RCS) will come into effect from1stApril 2016

    13). MoCA will target an all-inclusive airfare not exceedingRs 2500 per passenger, indexed to inflation for aone-hour flight on RCS routes

    14). Under RCS, under-served airstrips and build no-frills airports will be revived at a cost ofRs. 50 crore

    15).Tax incentives will be given to airlines to boost the aviation sector especially in custom and not on aviation fuel

    16). It proposes aslew of tax incentives for airlines and maintenance works

    17).Service tax will be put at zero to promote MRO facility in order to develop India as anMRO hub in Asia

    18). It proposes a hike in theForeign Direct Investment(FDI) in domestic airlines from49%to over50% in open skies policy

    19).Underopen skies policy, it overseas airlines can operate unlimited number of flights into and out of India

    20). NCAP proposes a2% levy on all domestic and overseas tickets for funding RCS

    21).It proposes separate regulations for helicopters with effect fromApril, 2016

    22). Union Government will support growth of helicopters for intra-city movement, tourism, remote area connectivity, disaster relief, law enforcement and medical evacuation.
