Reserve Bank of India Central Board Clears Risk-Based Deposit Insurance System for Banks
- The Central Board of Directors (BoD) of the Reserve Bank of India (RBI) approved the introduction of a risk-based deposit insurance premium framework for banks, replacing the existing flat-rate premium system under the Deposit Insurance and Credit Guarantee Corporation (DICGC)
- The decision was taken at the 620th meeting of RBI’s Central Board, chaired by RBI Governor Sanjay Malhotra, held in Hyderabad, Telangana, on 19 December 2025, and follows the Governor’s October 2025 Statement on Developmental and Regulatory Policies highlighting limitations of the flat premium structure.
Key Highlights :
- Under the existing deposit insurance structure, the DICGC, established under the DICGC Act, 1961, has been operating since 1962, with banks paying a flat premium of 12 paise per ₹100 of assessable deposits.
- The new risk-based framework will allow financially sound banks with strong capital adequacy and better asset quality to pay lower insurance premiums, while weaker banks may continue paying 12 paise or face a higher premium of up to 15 paise per ₹100 of deposits.
- As per amendments to the DICGC Act, 1961, the DICGC is empowered to increase the premium up to 15 paise per ₹100, subject to RBI approval.
- At present, deposit insurance coverage is capped at ₹5 lakh per depositor per bank, providing protection to the vast majority of small depositors.
- As of March-end 2025, 97.54% of insured bank accounts were fully protected, while insured deposits accounted for 41.52% of total assessable deposits, indicating broad depositor coverage.
- The meeting was attended by RBI Deputy Governors Rabi Sankar, Swaminathan J., Poonam Gupta, and Shirish Chandra Murmu.
- The RBI Central Board also reviewed the global and domestic economic situation, examined the activities of select Central Office Departments, and discussed the draft Report on Trend and Progress of Banking in India, 2024–25, making the decision relevant for banking, economy, and regulatory framework
South Indian Bank Introduces RuPay Contactless SIB Paytag Sticker for Secure NFC Payments
- South Indian Bank launched the RuPay Contactless SIB Paytag Sticker, an NFC-enabled payment instrument for fast and secure digital payments.
- The compact sticker can be attached to mobile phones, wallets, or cardholders, enabling tap-and-pay transactions without a physical debit card.
- The Paytag Sticker allows contactless payments at POS terminals using the RuPay infrastructure.
- For transactions up to ₹5,000, no PIN is required, while transactions above ₹5,000 at POS terminals require PIN authentication.

Prime Minister Narendra Modi Lays Foundation Stone of ₹10,601 Crore Namrup Ammonia–Urea Fertiliser Plant in Assam
- Prime Minister Narendra Modi laid the foundation stone of a ₹10,601 crore ammonia–urea fertiliser plant at Namrup in Dibrugarh district, Assam.
- The project is being developed under the Assam Valley Fertilizer and Chemical Company Limited (AVFCCL) and marks a major step towards fertiliser self-reliance, farmers’ welfare, and industrial growth in Northeast India.
- The plant will have an annual production capacity of 12.7 lakh metric tonnes of urea and is expected to be commissioned by 2030.
- It is a brownfield expansion project within the existing Namrup fertiliser complex.
- The Union Cabinet approved the project in March 2025, and AVFCCL was incorporated in July 2025.
- AVFCCL is a joint venture involving the Government of Assam, Oil India Limited, National Fertilisers Limited, Hindustan Urvarak and Rasayan Limited, and Brahmaputra Valley Fertiliser Corporation Limited (BVFCL).
- The joint venture structure ensures financial strength, technical expertise, and long-term sustainability of the project.
- Namrup has historically been a major centre of fertiliser production and is home to BVFCL, the oldest fertiliser unit in Northeast India.
- The complex has traditionally served farmers in Assam and neighbouring states, but ageing infrastructure and rising demand created the need for a modern, high-capacity plant.

Jharkhand Approves Platform Based Gig Workers (Registration and Welfare) Act, 2025
- Jharkhand has approved the Jharkhand Platform Based Gig Workers (Registration and Welfare) Act, 2025, after receiving assent from Governor Santosh Gangwar, making the state one of the early movers in regulating the gig economy.
- The Act aims to provide social security, welfare, and economic protection to gig and platform-based workers engaged through digital platforms operating within the state.
- The legislation covers workers involved in transport, delivery, logistics, and other on-demand services, bringing them under a common institutional framework for better monitoring and protection.
- A Gig Workers Welfare Board will be established under the Act, with the Labour Department Minister as the ex-officio Chairperson and other nominated members serving a three-year term.
- The Board will be responsible for registration of gig workers and aggregators, issuance of identity cards, and implementation of welfare schemes.
- Mandatory registration of all aggregators operating in Jharkhand has been prescribed to ensure regulatory oversight and accountability.
- The Act mandates payment of minimum wages to gig workers based on the nature and duration of work, addressing income instability in platform-based employment.
- It also provides for social security benefits, including medical insurance and welfare measures, to reduce vulnerability to health and livelihood risks.
- To ensure compliance, the Act introduces penalties up to ₹10 lakh for aggregators violating its provisions.
- Once notified in the official gazette, the legislation will formally come into force, laying the foundation for a structured gig workers’ welfare framework in Jharkhand.

- India is set to establish its first-ever Forest University in Gorakhpur, Uttar Pradesh, marking a major step towards strengthening education and research in forestry, wildlife conservation, and environmental sciences.
- The initiative reflects India’s growing national focus on biodiversity conservation, climate change mitigation, and sustainable natural resource management.
- The proposed university will be developed on a campus of around 125 acres in Gorakhpur, located near the Jatayu Conservation and Breeding Centre.
- An initial allocation of ₹50 crore has been provided in the state budget for the project.
- Planned infrastructure includes academic blocks, advanced research laboratories, hostels for around 500 students, separate accommodation for male and female students, an auditorium, sports facilities, and faculty residences.
- The Forest University will offer degree and diploma programmes in Forestry, Agroforestry, Social Forestry, Horticulture, Wildlife Conservation, Environmental and Climate Studies, and ecosystem-related Biotechnology.
- A strong emphasis will be placed on practical learning, field-based research, and hands-on conservation work.

Parliamentary Panel Recommends Institution of National Importance Status for Auroville Foundation
- The Auroville Foundation, located in Puducherry, has come into national focus after a Parliamentary Standing Committee recommended granting it the status of an Institution of National Importance (INI).
- The recommendation was tabled in Parliament in December 2025 by a committee headed by Digvijaya Singh.
- The panel urged the Government of India to amend the Auroville Foundation Act, 1988 to formally recognise Auroville as an INI.
- The committee cited multiple UNESCO resolutions since 1966, which have endorsed Auroville for its role in international understanding, peace, and global harmony.
- UNESCO’s long-standing support was highlighted as a key justification for granting Auroville a special national status.
- An Institution of National Importance is declared through an Act of Parliament and enjoys special autonomy, funding support, and functional independence.
- Examples of INIs include Indian Institutes of Technology, All India Institutes of Medical Sciences, and Indian Institutes of Management, though Auroville’s case is based on civilizational and cultural significance, not academic excellence.
- The committee noted that the Auroville Foundation receives annual grants from the Central Government through the Ministry of Education, as mandated under the Auroville Foundation Act, 1988.
- These grants support the establishment, maintenance, and development of the township, though the Foundation also generates independent income through its activities.
- Auroville was established in 1968 as an international cultural township, envisioned as a place where people from different nations live together beyond religion, nationality, and politics.

India Takes Over BRICS Presidency for 2026 from Brazil
- Brazil formally handed over the rotating BRICS (Brazil, Russia, India, China, and South Africa) Presidency to India during the 4th BRICS Sherpas Meeting held on 11–12 December 2025 in Brasília, Brazil.
- India will officially assume the BRICS Chairmanship on 1 January 2026, while Brazil remains the formal chair until 31 December 2025.
- The symbolic handover involved a sustainably crafted wooden gavel, made by the Novo Airão community using Amazonian trees, representing environmental consciousness, shared responsibility, and enduring BRICS cooperation.
- The gavel was handed over by Brazil’s Sherpa Ambassador Mauricio Lyrio to India’s Sherpa Ambassador Sudhakar Dalela.
- Brazil’s 2025 BRICS Presidency theme was “Strengthening Global South Co-operation for More Inclusive and Sustainable Governance.”
- Key achievements under Brazil’s Presidency included launching health and Artificial Intelligence (AI) partnerships, approving the first Climate Finance Framework, advancing trade and multilateral dialogue within the expanded 11-member BRICS, and issuing the Rio Declaration with 126 commitments.
- India’s BRICS Presidency 2026 will follow a “humanity-first approach” proposed by Prime Minister Narendra Modi.
- The four pillars of India’s 2026 BRICS agenda are Resilience (capacity to handle global economic shocks), Innovation (Digital Public Infrastructure and equitable AI access), Cooperation (intra-BRICS trade and global governance reform), and Sustainability (climate action, disaster risk reduction, and achievement of SDGs).

Defence Research & Development Organisation, Rashtriya Raksha University Sign Memorandum of Understanding to Strengthen Research and Technology Cooperation in Defence and Internal Security
- Defence Research & Development Organisation (DRDO) and Rashtriya Raksha University (RRU) signed a Memorandum of Understanding (MoU) to collaborate in research, education, training and technology support for defence and internal security.
- The MoU was signed on December 22, 2025, at South Block, New Delhi, in the presence of Raksha Mantri Shri Rajnath Singh.
- The agreement was inked by Dr Chandrika Kaushik, Distinguished Scientist & DG (Production Coordination & Services Interaction), DRDO, and Prof (Dr) Bimal N. Patel, Vice Chancellor, RRU.
- Dr Samir V. Kamat, Secretary, Department of Defence R&D and Chairman, DRDO, was also present at the signing ceremony.
- The MoU aims to strengthen India’s self-reliance in defence and internal security technologies, aligned with Aatmanirbhar Bharat, Amrit Kaal, and the whole-of-nation approach.
- RRU, an institution of national importance under the Ministry of Home Affairs (MHA) and UGC-designated Nodal Centre for Defence Studies, will contribute academic, training and policy expertise in internal security.
- DRDO, India’s premier defence R&D organisation, will provide indigenous technologies and system-level expertise for the Armed Forces and security agencies.
- The collaboration includes joint research projects, PhD and fellowship programmes, and specialised training and capacity-building programmes for security forces.
- The MoU also covers studies on emerging operational challenges, technology gap analysis, forecasting future requirements, and life-cycle management of DRDO-developed systems inducted into Central Armed Police Forces (CAPFs) and other MHA agencies.
Indian Navy Retires INS Sindhughosh, Lead Kilo-Class Submarine, After 40 Years of Service
- The Indian Navy decommissioned INS Sindhughosh (S55), the lead Kilo-class diesel-electric submarine, after 40 years of service.
- The decommissioning ceremony was held at Naval Dockyard, Mumbai, on 19 December 2025.
- The event was presided over by Vice Admiral Krishna Swaminathan, Flag Officer Commanding-in-Chief, Western Naval Command.
- The decommissioning marked the end of a four-decade-long operational career, highlighting INS Sindhughosh’s significant contribution to India’s maritime security.
India Optel Limited Partners with Safran for Indigenous Production of Advanced Defence Systems
- India Optel Limited (IOL), a Mini Navratna Defence PSU, signed a collaboration agreement with Safran Electronics & Defense for Transfer of Production (ToP) of two high-precision, combat-proven defence systems, marking a major milestone under the Make-in-India programme envisioned by Prime Minister Narendra Modi.
- The agreement enables indigenous manufacturing in India of the SIGMA 30N Digital Ring Laser Gyro Inertial Navigation System and the CM3-MR Direct Firing Sight, strengthening self-reliance in defence technologies.
- The SIGMA 30N system is used in artillery guns, air defence systems, missiles and radars, while the CM3-MR Direct Firing Sight is designed for artillery guns and anti-drone systems.
- The agreement was signed on December 22, 2025, in New Delhi by Shri Tushar Tripathi, Chairman & Managing Director (CMD), IOL, and Mr Alexandre Ziegler, Head – Defence Global Business Unit, Safran Electronics & Defense, in the presence of Shri Sanjeev Kumar, Secretary (Defence Production).
- The collaboration builds upon the Memorandum of Understanding (MoU) signed in January 2024, reaffirming the long-term commitment of both partners to manufacture, support and sustain advanced defence systems in India.
- Under the partnership, IOL will undertake manufacturing, final assembly, testing, quality control and full life-cycle support, ensuring the systems meet the operational requirements of the Indian Army.

Protean eGov gets board nod to acquire 4.95% stake in NSDL Payments Bank
- Protean eGov Technologies Limited (Protean), formerly known as NSDL e-Governance Infrastructure Limited, has received board approval to acquire a 4.95% stake in NSDL Payments Bank (NSDL PB).
- The acquisition involves approximately 74 lakh equity shares at a price of ₹32.2 per share, amounting to a total investment of ₹30.2 crore.
- The transaction will be completed through a cash-based equity subscription and is expected to be finalised within about 60 days from the execution of the agreement.
- The acquisition aims to strengthen digital financial infrastructure by leveraging NSDL Payments Bank’s digital-first banking platform to expand Protean’s technology offerings.

Indian Space Research Organisation’s LVM3-M6 to Launch AST SpaceMobile’s BlueBird Block-2 Satellite
- Indian Space Research Organisation’s (ISRO) LVM3-M6 mission will launch the BlueBird Block-2 satellite on December 24, 2025, as part of a commercial agreement with the U.S.-based AST SpaceMobile.
- The mission will lift off from the Second Launch Pad at Satish Dhawan Space Centre (SDSC), Sriharikota, after being rescheduled from mid-December following readiness assessments.
Key Highlights :
- BlueBird Block-2 (BlueBird-6) is a next-generation communication satellite designed to provide 24/7 high-speed cellular broadband directly to smartphones worldwide without specialised ground hardware.
- The satellite is part of a Low Earth Orbit (LEO) constellation enabling 4G and 5G voice calls, video calls, text messaging, streaming, and data services
- AST SpaceMobile (AST & Science, LLC) is building the world’s first space-based cellular broadband network, accessible directly by smartphones for commercial and government applications.
- AST SpaceMobile has already launched five satellites (BlueBird 1–5) in September 2024, providing continuous internet coverage across the USA and select countries, and has partnerships with over 50 mobile operators globally.
- BlueBird Block-2 features a 223 m² (nearly 2,400 sq ft) phased-array antenna, making it the largest commercial communication satellite ever deployed in Low Earth Orbit.
- The satellite weighs approximately 6,500 kg, making it the heaviest payload ever launched to LEO by the LVM3 rocket.
- The launch will be executed by NewSpace India Limited (NSIL), the commercial arm of ISRO, under a dedicated commercial launch contract.
- LVM-3, India’s heavy-lift launch vehicle, has earlier launched Chandrayaan-2, Chandrayaan-3, and two OneWeb missions carrying 72 satellites, proving its reliability for high-mass payloads.
- The most recent LVM3 mission before this was LVM3-M5/CMS-03, successfully launched on November 2, 2025.

Jharkhand Wins First Syed Mushtaq Ali Trophy Title 2025–26
- Jharkhand scripted history by winning their first-ever Syed Mushtaq Ali Trophy (SMAT) title in the 2025–26 season, defeating Haryana by 69 runs in the final held at Maharashtra Cricket Association Stadium, Pune.
- Jharkhand posted 262 runs for 3 wickets, while Haryana were bowled out for 193 runs, making it the highest team total ever recorded in a T20 tournament final in Indian domestic cricket.
- Ishan Kishan played a match-winning innings of 101 runs off 49 balls, hit the most sixes in the tournament, and finished as the leading run-scorer of SMAT 2025–26.

Veteran Malayalam Film Personality Sreenivasan Passed away
- Renowned Malayalam actor, screenwriter, director, and producer Sreenivasan passed away at the age of 69 years on 20 December 2025 in Kochi, Kerala.
- He was born on 6 April 1956 in Pattiyam, Kerala.
- Sreenivasan was a celebrated figure in Indian cinema, known for his versatile contributions to Malayalam films.
- He made his acting debut with the film Manimuzhakkam (1976).
- Over a career spanning nearly five decades, he acted in more than 225 films.
- As a director, he helmed notable films including Vadakkunokkiyanthram (1989).
- He was also an acclaimed scriptwriter, with popular works such as Udayananu Tharam (2005) and Njan Prakashan (2018).
- In 1998, he won the National Film Award for Best Film on Other Social Issues for Chinthavishtayaya Shyamala.
- He received the Filmfare Awards South (Malayalam) for Best Director for Chinthavishtayaya Shyamala (1998).
- He later won the Filmfare Award South (Malayalam) for Best Film for Katha Parayumpol (2007).

- The day is also known as National Farmers Day or Farmer’s Day.

- Kisan Diwas marks the birth anniversary of Chaudhary Charan Singh, the Fifth Prime Minister of India.
- Chaudhary Charan Singh served as Prime Minister from 1979 to 1980 after succeeding Morarji Desai.
- He is regarded as a champion of farmers’ rights and played a key role in agricultural reforms both before and after India’s independence.
- During his political career, he introduced and supported several measures aimed at improving the social and economic conditions of farmers.
