Reserve Bank of India releases discussion paper on inflation targeting framework before March review

  • The Reserve Bank of India (RBI) is reviewing its flexible inflation targeting (FIT) framework, a process required by law ahead of its next five-year term starting in March 2026.
  • The framework’s statutory basis is rooted in amendments to the RBI Act, 1934.

Key Highlights :

Current Framework

  • Statutory Basis: The FIT framework was given statutory backing in May 2016 through an amendment to the RBI Act, 1934.
  • Legal Mandate: As per Section 45ZA of the Act, the government, in consultation with the RBI, must set a Consumer Price Index (CPI) inflation target every five years.
  • Current Target: The current target, which has been in effect since August 2016 and was retained in March 2021, is 4% CPI inflation with a tolerance band of ±2% (meaning the acceptable range is 2% to 6%).
  • The RBI has sought views on four key issues:
  1. Whether headline or core inflation should guide monetary policy
  2. Whether the 4% inflation target remains appropriate
  3. Whether the tolerance band should be changed, narrowed, widened or removed
  4. Whether the target should be replaced with a range to preserve flexibility without losing credibility.

  • This penalty was imposed using powers granted to the RBI under Section 58G(1)(b) read with Section 58B(5)(aa) of the Reserve Bank of India Act, 1934.

  • The DCCBs will then be able to use the Aadhaar authentication infrastructure of their respective SCBs.
  • This framework will empower these cooperative banks to offer services such as the Aadhaar Enabled Payment System (AePS) and the Aadhaar Payment Bridge (APB).
