1,629 Corporate Borrowers Identified as Wilful Defaulters by PSBs, Loans Worth ₹1.62 Trillion Unpaid

  • The Union Finance Ministry informed that public sector banks (PSBs) have identified 1,629 unique corporate borrowers as wilful defaulters, with outstanding dues of ₹1.62 trillion as of March 31, 2025.
  • This data was shared in a written reply in the Rajya Sabha by Minister of State for Finance, Pankaj Chaudhary.

  • Source of Data: The data was obtained from the Central Repository of Information on Large Credits (CRILC), maintained by the Reserve Bank of India (RBI).
  • Public Disclosure: The list of wilful defaulters (excluding overseas borrowers) is updated monthly and made available on the websites of registered credit information companies like CIBIL, Experian, Equifax, and CRIF High Mark.
  • Overseas Wilful Defaults: Indian banks are required to report wilful defaulters at their overseas branches, unless restricted by host country laws, as per the list dated July 30, 2024.
  • Fugitive Economic Offenders (FEOs): As per the Directorate of Enforcement, nine accused who fled the country have been declared Fugitive Economic Offenders under the Fugitive Economic Offenders Act, 2018 (FEOA).
  • Asset Confiscation:
    • ₹15,298.27 crore worth of assets confiscated under the Prevention of Money Laundering Act (PMLA).
    • ₹749.87 crore worth of assets confiscated under the FEOA.
  • Convictions Under PMLA: Nine accused individuals have been convicted under PMLA provisions.
  • Deterrent Measures Taken:
    • No additional credit facilities are sanctioned to wilful defaulters by banks and financial institutions.
    • Their business units are barred from launching new ventures for a period of five years.
    • Companies with wilful defaulters as promoters or directors are prohibited from raising funds from capital markets.
    • The bar on fresh credit extends for one year after their removal from the List of Wilful Defaulters (LWD).

  • The Periodic Labour Force Survey (PLFS), conducted by the Ministry of Statistics and Programme Implementation (MoSPI) since 2017-18, serves as the official source for employment and unemployment data in India.

Kargil Vijay Diwas Padyatra 2025 Organised by MY Bharat to Honour 26th Anniversary of India’s Victory in Kargil War

  • Mera Yuva Bharat (MY Bharat), an autonomous body under the Ministry of Youth Affairs and Sports, will organize the ‘Kargil Vijay Diwas Padyatra’ on 26th July 2025 in Drass, Kargil to commemorate 26 years of India’s victory in the 1999 Kargil War.

Key Highlights:

  • Led by Union Minister Dr. Mansukh Mandaviya, the padyatra will also include participation from the Union Minister of State for Defence, Shri Sanjay Seth, along with:
    • Over 1,000 youth
    • Veterans
    • Armed forces personnel
    • Families of martyrs

  • After the padyatra, Union Ministers and 100 youth volunteers will proceed to the Kargil War Memorial to:
    • Lay wreaths
    • Offer homage to the 1999 Kargil War martyrs
  • 26 women bikers from the Shakti Udgosh Foundation will be felicitated by the Minister. These bikers will reach the memorial after completing a motorbike rally in tribute to the martyrs.

eShram Portal Evolved as One-Stop-Solution for Unorganised Workers’ Social Security Access

  • The Ministry of Labour and Employment launched the eShram portal (eshram.gov.in) on 26th August 2021 to create a comprehensive National Database of Unorganised Workers (NDUW) linked with Aadhaar.
  • The initiative aims to provide unorganised workers with a Universal Account Number (UAN) based on self-declaration, ensuring streamlined access to social security schemes.

Key Highlights:

  • Registrations on the Rise:
    As of 17th July 2025, over 30.94 crore unorganised workers have registered on the eShram portal, including 85.86 lakh workers from Andhra Pradesh.
  • eShram “One-Stop-Solution” Launched:
    In line with the Budget 2024-25 vision, the eShram–“One-Stop-Solution” was launched on 21st October 2024 to integrate multiple social security and welfare schemes into a single platform.
    This allows registered workers to access various benefits and track entitlements via eShram.
  • Integration with Major Welfare Schemes:
    So far, 14 central schemes have been integrated with eShram, enabling direct access and benefit tracking. These include:
    • Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PMSVANidhi)
    • Pradhan Mantri Suraksha Bima Yojana (PMSBY)
    • Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY): Overview and Implementation

  • Launched in 2015-16 by the Department of Water Resources, River Development and Ganga Rejuvenation, the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) aims to improve water access on farms, expand cultivable area under assured irrigation, enhance water use efficiency, and promote sustainable water conservation practices.

PMKSY is an umbrella scheme with two main components:

  • Accelerated Irrigation Benefits Programme (AIBP)
  • Har Khet Ko Pani (HKKP), which includes four sub-components:
    • Command Area Development & Water Management (CAD&WM)
    • Surface Minor Irrigation (SMI)
    • Repair, Renovation, and Restoration (RRR) of water bodies
    • Ground Water (GW) Development

The CAD&WM sub-component runs alongside the AIBP.

  • The government approved PMKSY’s implementation for 2021-22 to 2025-26 in December 2021. However, the Ground Water component under HKKP is only provisionally approved till 2021-22 for committed liabilities and extended till ongoing works are completed.

Other related components under PMKSY include:

  • Watershed Development Component (WDC), implemented by the Department of Land Resources, Ministry of Rural Development.
  • Per Drop More Crop (PDMC), initially part of PMKSY until December 2021, now under the Department of Agriculture and Farmers Welfare as part of Rashtriya Krishi Vikas Yojana.

  • Land acquisition is a major challenge in irrigation projects; however, the use of about 55,290 km of underground pipelines in distribution networks has avoided acquisition of around 76,594 hectares of land.

  • Kargil Vijay Diwas 2025 is observed on July 26 every year in memory of soldiers who sacrificed their lives in the Kargil War.

History

  • In this year 2025, it has been 24 years since the Kargil War of 1999.
  • Kargil Vijay Diwas 2025 celebrates the victory of the Indian Armed Forces over Pakistan during the Kargil War, which took place between May and July 1999
  • The Kargil War was an armed conflict between India and Pakistan in the Kargil district of Jammu and Kashmir.
  • The conflict originated when around 5,000 Pakistani troops and militants infiltrated Indian territory to dominate the region with the goal of claiming Siachen Glacier.
  • It is believed to planned by the then Pakistan Army chief General Pervez Musharraf without the knowledge of then Pakistan Prime Minister Nawaz Sharif and occupied strategic positions in the high-altitude areas along the Line of Control (LOC), which serves as the de facto border between India and Pakistan in the region.
  • The main aim of Pakistan is to draw international attention to the disagreement so that pressure can be generated on the Indian Army to take away its army from the Siachen Glacier region and force India to negotiate for the Kashmir dispute.
