  • Manufacturing and services sectors showed resilience, with high-frequency indicators signaling robust expansion, although sectoral variations were observed.
  • Electricity demand fell due to unseasonal rains and early winter onset, while fuel consumption was mixed, with petrol usage rising and diesel consumption declining.
  • Digital payments maintained positive trends but moderated in value and volume in October, showing granular variations across sectors despite overall growth.
  • Headline inflation sharply declined to 0.3% in October 2025, down from 1.4% in September, primarily due to food price deflation, GST-led price cuts, and favourable base effects.

Government to Introduce Constitution (131st Amendment) Bill, 2025 to Bring Chandigarh Under Article 240

  • The Government of India is set to introduce the Constitution (131st Amendment) Bill, 2025, proposing to bring Chandigarh under Article 240 of the Constitution, signalling a major shift in its governance structure.
  • Currently, the Governor of Punjab serves as the Administrator of Chandigarh, a system inherited from Chandigarh’s status as the shared capital of Punjab and Haryana. The amendment aims to pave the way for a separate and independent administrative setup for the UT.
  • Article 240 allows the President of India to issue regulations for the peace, progress, and good governance of specific Union Territories. It presently applies to:

Indian Railways Crosses 1 Billion Tonne Freight Loading Mark in FY 2025-26

  • Indian Railways has achieved a major milestone by crossing 1 billion tonnes of cumulative freight loading for FY 2025-26, reaching around 1,020 million tonnes (MT) as of 19 November 2025.
  • The performance highlights the Railways’ growing role in supporting industrial output, infrastructure expansion, logistics optimisation, and sustainability goals.
  • Major commodity contributors to the 1,020 MT cumulative loading include:
    • Coal: ~505 MT
    • Iron ore: ~115 MT
    • Cement: ~92 MT
    • Container traffic: ~59 MT
    • Pig iron & finished steel: ~47 MT
    • Fertilisers: ~42 MT
    • Mineral oil: ~32 MT
    • Foodgrains: ~30 MT
    • Raw materials for steel plants: ~20 MT
    • Other goods: ~74 MT
  • This distribution reflects broad-based commodity support, indicating healthy demand across multiple sectors.
  • Daily freight loading stands at around 4.4 million tonnes (Mt), higher than ~4.2 Mt last year.
  • For April–October 2025, freight loading reached 935.1 MT, up from 906.9 MT in the corresponding period of the previous year, showing strong year-on-year growth.
  • To harness growth in non-coal segments—especially cement—the Railways implemented key logistics reforms, including:
    • A Policy for Bulk Cement Terminals to enable larger lot sizes and faster handling.
    • Rationalised freight rates for bulk cement movement via containers to reduce industry logistics costs.
  • These reforms are expected to shift more freight to rail, enhance turnaround time, lower transit costs, and support infrastructure expansion.

Kashi Tamil Sangamam 4.0 to be Held from 2–10 December 2025

  • The Ministry of Education, along with multiple ministries and institutions, will organise the 4th edition of the Kashi Tamil Sangamam (KTS 4.0) from 2 to 10 December 2025, inspired by Prime Minister Narendra Modi’s vision of strengthening national integration through cultural exchange.
  • The event, held under Ek Bharat Shreshtha Bharat, is themed “Learn Tamil – Tamil Karkalam”, promoting Tamil language learning and deeper cultural understanding between Tamil Nadu and Kashi (Varanasi).
  • Tamil Nadu and Kashi share centuries-old civilisational, spiritual, and linguistic ties, shaped by ancient dynasties such as the Chola, Chera, Pandya, Pallava, Chalukya, and Vijayanagara empires. 30th United Nations Climate Change Conference under the UNFCCC was held in Belem, Brazil

  • The 30th United Nations Climate Change Conference (COP30) under the United Nations (UN) Framework Convention on Climate Change (UNFCCC) was held in Belem, Brazil, from November 10 to 21, 2025.
  • André Aranha Corrêa do Lago, Brazilian diplomat, served as the President of COP30.
  • The conference saw participation from over 195 countries, including leaders, scientists, NGOs, civil groups, and youth representatives.
  • COP30 became the second-largest COP ever, with 56,118 registered delegates, behind COP28 Dubai.
  • The Indian delegation was led by Bhupender Yadav, Minister of Environment, Forest & Climate Change (MoEFCC).
  • The United States of America skipped COP30 for the first time, following the closure of its Office of Climate Diplomacy.

  • UNEP launched the Global Cooling Watch Report 2025, projecting global cooling demand to more than triple by 2050 under a business-as-usual scenario.
  • The report warns cooling-related GHG emissions may reach 7.2 billion tonnes of CO by 2050, nearly doubling 2022 levels.
  • A Sustainable Cooling Pathway could reduce 2050 emissions by 64%, bringing them down to 2.6 billion tonnes of CO.

  • The agreement supports Make-in-India and Aatmanirbhar Bharat, aligned with Prime Minister Narendra Modi’s vision.
  • The JVCA was signed on 24 November 2025 in New Delhi in the presence of Defence Production Secretary Sanjeev Kumar and Safran CEO Olivier Andries.
  • The JV formalises the intent of the MoU signed on 11 February 2025 during Aero India.
  • The Joint Venture Company (JVC) will be a 50:50 partnership between BEL and SED.
  • The JVC will localise manufacturing, supply, and maintenance of HAMMER weapons for the Indian Air Force (IAF) and Indian Navy.

  • As per the Act, the CJI is the Patron-in-Chief of NALSA, and the President appoints a Supreme Court judge (serving or retired) as Executive Chairman.
  • The nomination was made by President Droupadi Murmu under the provisions of the Legal Services Authorities Act, 1987.
