Securities and Exchange Board of India  and Stock Exchanges Revise Enhanced Surveillance Mechanism for Companies with Market Cap Below ₹1,000 Crore, Effective July 28, 2025

  • The Securities and Exchange Board of India (SEBI) along with stock exchanges has revised the Enhanced Surveillance Mechanism (ESM) for companies with market capitalization under ₹1,000 crore, effective July 28, 2025.
  • The revisions aim to fine-tune monitoring of small and micro-cap stocks and currently benefit 28 companies under the surveillance framework.

Key Highlights :

  • A new parameter for Stage 1 shortlisting is introduced: besides high-low price variation, a positive close-to-close price trend over the last three months will now be considered to capture consistent price appreciation.
  • To move from Stage 1 to Stage 2, a price-to-earnings (PE) ratio threshold has been added: stocks qualify only if their PE is up to twice the PE of the Nifty 500 index. This targets overvalued stocks for tighter surveillance.
  • Stage 1 companies face tighter trading conditions, including:
  • 100% margin requirement starting from T+2 days
  • Trade-for-trade settlement mechanism with a 5% price band
  • Stocks with an existing 2% price band retain that restriction.
  • SEBI and exchanges conduct weekly reviews to decide on downgrading or removing stocks from the framework.
  • The ESM framework strengthens market integrity and investor protection, particularly for small and micro-cap stocks prone to sharp price movements and speculation.

Directorate General of Civil Aviation Issues unique identification numbers to Over 8,700 Banned Chinese DJI Drones

  • Despite the ban on Chinese drones since 2021, the Directorate General of Civil Aviation (DGCA) has registered over 8,700 Chinese drones till date.
  • These drones have been issued Unique Identification Numbers (UINs) via the DGCA DigitalSky platform (https://digitalsky.dgca.gov.in/issued_uins).

Key Highlights :

  • Many of these registered drones include banned models like “DJI MINI 2” under the “UAS Model Name”
  • These illegally imported DJI drones carry DGCA-issued Unique Identification Numbers (UINs), enabling China to gain access to geo-tagged images and videos across India, which defeats the purpose of the ban.
  • Drone Rules, 2021 mandate that drones must have Type Certification (technical and safety evaluation by DGCA) to receive a UIN.
  • Most Chinese drones have UINs without Type Certification, violating Drone Rules, 2021.
  • The “model drone category” exemption (for drones under 25 kg operated within visual line of sight) is being misused to get DGCA registration for commercial Chinese drones.
  • These Chinese drones are sold openly on e-commerce, social media, and physical retail markets in major Indian cities.
  • Indian drone manufacturers face costly and time-consuming Type Certification (lakhs of rupees and about a year), while Chinese drones get UINs within days, creating an unfair advantage.
  • The import of Chinese drones (CBU, SKD, CKD kits) was banned by DGFT in February 2022, but the proliferation continues.
  • The issue is set to be discussed in an inter-ministerial meeting chaired by the Home Secretary on July 29, 2025.
  • Drone Federation of India (DFI) has been actively pursuing the matter, highlighting concerns over national security, technological advancement, and domestic industry protection.

About DGCA :

  • Headquarters : New Delhi, India
  • Director General : Faiz Ahmed Kidwai
  • The DGCA is a statutory body of the Government of India to regulate civil aviation in India.
  • It became a statutory body under the Aircraft (Amendment) Act, 2020.

Latin American Nations to Unveil Indigenous artificial intelligence Language Model in September

  • The project is led by Chile’s National Center for Artificial Intelligence (CENIA), working with over 30 regional institutions.

Key Highlights :

  • Latam-GPT is an open-source initiative aiming to increase AI accessibility and adoption across Latin America.
  • Chilean Science Minister Aisen Etcheverry described it as a potential democratizing element for AI, with applications in schools, hospitals, and public services reflecting local culture and language.
  • Development started in January 2023, addressing the limitations of global AI models that are mostly trained on English
  • Latam-GPT is intended as a core technology for applications like chatbots, rather than a direct competitor to consumer AI products like ChatGPT.
  • A key objective is to preserve Indigenous languages, with an initial translator for Rapa Nui (Easter Island’s native language) already developed.
  • Plans exist to expand support to other Indigenous languages for use in virtual public assistants and personalized education systems.
  • The model is based on Llama 3 AI technology and trained on a regional network of computers, including Chile’s University of Tarapaca and cloud-based infrastructure.
  • The project is supported by the Development Bank of Latin America (CAF) and Amazon Web Services (AWS).
  • Currently, there is no dedicated budget, but CENIA head Alvaro Soto hopes demonstrating its capabilities will attract further funding.

  • NavIC provides two services:
  • Standard Position Service (SPS) for civilians
  • Restricted Service (RS) for strategic (military) users.
  • It delivers location accuracy better than 20 meters and timing accuracy better than 40 nanoseconds.
  • Currently, only 4 out of 7 satellites are fully functional.
  • The NVS Series (NVS-01 to NVS-05) are the second-generation NavIC satellites designed to enhance the constellation.
  • The NVS satellites incorporate L1 band communication, improving NavIC’s compatibility and usability for diverse applications.
  • NVS-01, launched in 2023, was the first to carry an indigenous atomic clock.
  • NVS-02 was launched in January 2025.
  • The first-generation satellites successfully established Personal Navigation Device (PND) services in India.
