What is the news:

  • In order to achieve the goals of developing the personality and leadership qualities of young people and engaging them in nation-building activities, the government has decided to continue the program of “Rashtriya Yuva Sashaktikaran Karyakram during the 15th cycle of the Finance Committee. (2021-22 to 2025-26)
  • The program has an expenditure of Rs 2,710.65 Crore.
  • Union Youth and Sports Minister Anurag Thakur has thanked Prime Minister Narendra Modi for endorsing the continuation of the Rashtriya Yuva Sashaktikaran Karyakram (RYSK) scheme.
  • The Minister said, “On behalf of the Ministry and all stakeholders, I express our deepest gratitude to the Prime Minister for extending the tenure of the Rashtriya Yuva Sashaktikaran Karyakram Scheme for five years and highlighting it nationally. .

About the RYSK Program:

  • The RYSK program is the flagship program of the central sector of the Ministry of Youth and Sports.
  • Beneficiaries of the program are young people in the age bracket of 15 to 29 years, as per the definition of “youth” in the National Youth Policy, 2014.
  • In the case of program components specifically aimed at adolescents, beneficiaries are in the age group of 10-19 years.
  • Under RYSK’s NYKS sub-programme, at present, about 50.34 Lakh youth volunteers are enrolled in 2.57 Lakh youth clubs and cover 623 districts across the country.
  • The other characteristics of the Scheme are generally retained for the continuity and reinforcement of established good practices.

  • Additionally, the schema has been streamlined by making it lighter and simplifying the structure and approval process, as well as removing redundancies and syntactic gaps.

The programs of the RYSK program are implemented through seven sub-programs:-

(i) Nehru Yuva Kendra Sangathan (NYKS)
(ii) National Youth Corps (NYC)
(iii) National Program for Youth and Adolescent Development (NPYAD)
(iv) International cooperation
(v) Youth Hostels (AJ)
(vi) Assistance to Scout and Guide Organizations
(vii) National Young Leaders Program (NYLP).

Objective if the program :

  • The main objective of the RYSK program is to motivate young people to strive for excellence in their respective fields and to bring them to the forefront of the development process.
  • It seeks to harness the immense energy of youth for nation-building.
    The RYSK program aims to promote national integration, adventure, youth leadership and personality development, adolescent development and empowerment, technical and resource development.

RYSK program include:

  • The RYSK Scheme program includes Skilling and Handholding-Aatma Nirbhar Bharat
  • Combating COVID-19: Mass Awakening and Action Campaign
  • Establishing Disaster Risk Reduction & Preparedness Teams
  • Youth-led Fit India Movement, Youth Wellness and Positive Life Style
  • Training of Youth on Clean Village-Green Village-Catch the Rain
  • Youth Club Development Campaign-Forming an Action Plan
  • Celebrating Days of National Significance
  • National Youth Day and Week
  • District Youth Convention
  • Awards to Outstanding Youth Clubs and Declamation and Nation Building Contests
  • Tribal Youth Exchange Programs
  • Northeast Youth Exchange Program and other youth exchange programs.
    Apart from this, Catch the Rain Project in conjunction with National Water Mission,
  • Jal Shakti Mantralya, Involvement of Youth in Namami Gange Project in conjunction with National Mission for Clean Ganga
  • Investor Awareness Program in conjunction with Investor Education and Protection Fund Authority (IEPFA )
  • Department of Corporate Affairs. In addition, the National Youth Festival
  • the North East Youth Festival, the Neighborhood Youth Parliament
  • international youth exchange programs and various international youth summits/meetings/conferences viz. BRICS Youth Summit
  • Youth-20 Summit, IBSA Youth Summit
  • Commonwealth Youth Meetings
  • SCO Meetings, etc. are organized.

Benefits of the program:

  • ‘The Ministry of Youth has received the fund of Rs. 41.60 Crore for the establishment of the Yuva National Volunteer Registry under the RYSK scheme.
  • The creation of the Yuva National Volunteer Registry will facilitate rapid and efficient mobilization and deployment of volunteers and enable real-time monitoring of volunteer work in the country.
  • In line with the Prime Minister’s call to Mann Ki Baat, the National Youth Parliament is organized under the RYSK program.
  • The 1st National Youth Parliament was held in 2018-19 and in the year 2020-21 the National Youth Parliament was held in 36 States/UTs with the participation of 2,34,353 young people.
  • The ministry also collaborates with United Nations agencies such as United Nations Volunteers (UNV)/United Nations National Development Program (UNDP) and Commonwealth Youth Program (CYP) on various issues related to the youth.
  • Under the RYSK scheme, youth hostels provide good accommodation for young people at reasonable rates and financial assistance is provided to Scouting and Guiding organizations.
