Securities and Exchange Board of India Reintroduces B-30 Incentives for Mutual Funds, Caps Payout at ₹2,000

  • The Securities and Exchange Board of India (SEBI) announced the reintroduction of incentives for mutual fund (MF) distributors to enhance MF penetration in smaller towns and villages.
  • Fund houses can now incentivise distributors for bringing in new investors from beyond the top 30 cities (B-30 regions).
  • For lumpsum investments, the incentive will be 1% of the first investment made by the investor.
  • For Systematic Investment Plan (SIP) investors, the incentive will be 1% of total investments in the first year, subject to a ceiling of ₹2,000.
  • The incentive framework will also cover distributors bringing in first-time women investors from top cities.
  • This new framework replaces the earlier incentive structure, which was valid until March 2023.
  • Under the previous system, MFs could charge up to 30 basis points (bps) over and above the expense ratio if a portion of their assets came from B-30 regions.

National Payments Corporation of India raises  Unified Payments Interface merchant transaction limit to ₹10 lakh per day from 15 Sept 2025

  • The National Payments Corporation of India (NPCI) has revised the Unified Payments Interface (UPI) limits for Person-to-Merchant (P2M) transactions, effective 15 September 2025.
  • Users can now make UPI merchant transactions up to ₹10 lakh per day in selected verified categories.
  • The UPI limit for Person-to-Person (P2P) transfers remains unchanged at ₹1 lakh per day.
  • The single transaction limit for P2M transactions has been raised to ₹5 lakh in specified categories.
  • For capital markets and insurance, the per-transaction limit has increased from ₹2 lakh to ₹5 lakh, with a maximum of ₹10 lakh per day.
  • On the Government e-Marketplace (GeM), including tax payments and earnest money deposits, the limit has been raised from ₹1 lakh to ₹5 lakh per transaction.
  • Credit card bill payments can now be made up to ₹5 lakh per transaction, with a daily cap of ₹6 lakh.
  • UPI accounts for 85% of all digital transactions in India, highlighting its dominance in the digital payments ecosystem.

US Fed lowers benchmark interest rate by 25 bps to 4.00%–4.25%, first cut of 2025

  • The US Federal Reserve (Fed) has cut its benchmark interest rate by 25 basis points to 4.00%–4.25%, marking its first rate reduction in 2025.
  • The move signals the start of a possible rate easing cycle to balance persistent inflation with a cooling labour market and slowing economic growth.
  • The Fed noted moderating economic growth in the first half of 2025, slowed job gains, and a slightly higher unemployment rate.
  • Inflation remains above the 2% target, but has shown signs of easing, giving the Fed room to act.
  • The Fed reaffirmed commitment to its dual mandate: price stability and maximum employment.
  • One committee member dissented, seeking a more aggressive cut.

  1. Labour market weakening – Job creation has declined, signalling concerns over resilience.
  2. Growth slowdownConsumer spending, manufacturing activity, and housing markets have moderated.

Securities and Exchange Board of India unveils SWAGAT-FI framework to ease foreign investor access to GIFT-IFSC

  • The Securities and Exchange Board of India (SEBI) launched a new framework called SWAGAT-FI (Simplified Wrapper Framework for Facilitating Access to GIFT-IFSC for Foreign Investors) on 16 September 2025.
  • The initiative aims to make India a more attractive investment destination by easing entry for low-risk foreign investors such as sovereign wealth funds, pension funds, and long-term institutional investors.
  • Under SWAGAT-FI, eligible foreign investors can register for a 10-year period instead of the earlier 3-year cycle, ensuring long-term stability and reduced administrative burden.
  • A digital portal has been introduced to enable faster onboarding, cutting processing time from months to about a week.
  • Investors can operate with a single demat account, simplifying investment management across instruments.
  • The framework is integrated with the GIFT City IFSC ecosystem, enhancing global investor convenience.
  • SWAGAT-FI also improves disclosure and transparency standards for IPOs and market data, ensuring a predictable and regulated environment.
  • The policy aims to attract “patient capital” (long-term investments), thereby reducing market volatility and strengthening the depth and resilience of Indian capital markets.
  • By simplifying processes, India seeks to compete with global hubs like Singapore, Dubai, and London in attracting foreign institutional investment (FII).

Reserve Bank of India establishes regulatory review cell to reassess norms every 5–7 years

  • The Reserve Bank of India (RBI) has set up a Regulatory Review Cell (RRC) to conduct a comprehensive review of regulations every 5–7 years, effective from October 1, 2025.
  • The RRC will function under the Department of Regulation and undertake review of norms for banks and other regulated entities in a phased manner.
  • Alongside, the RBI has constituted an Advisory Group on Regulation (AGR) comprising external experts to channel industry feedback into the periodic review process.
  • The Advisory Group on Regulation (AGR) will have an initial tenure of 3 years, extendable by 2 more years after review, and can co-opt additional experts as needed.
  • The AGR is chaired by Rana Ashutosh Kumar Singh, Managing Director, State Bank of India.

National Payments Corporation of India seeks approval for UPI cash withdrawals up to ₹10,000 at Business Correspondent outlets

  • The National Payments Corporation of India (NPCI) has approached the Reserve Bank of India (RBI) to permit cash withdrawals via Unified Payments Interface (UPI) at over 2 million Business Correspondent (BC) outlets across India.
  • At present, UPI cash withdrawals are available only at select ATMs/merchants, with a cap of ₹1,000 in cities/towns and ₹2,000 in rural areas.
  • Under the new proposal, Business Correspondents (BCs) will be allowed to disburse up to ₹10,000 per transaction.
  • Business Correspondents are local agents (such as shopkeepers, NGOs, or individuals) who provide basic banking services in areas with limited branch and ATM presence.
  • BCs can be shopkeepers, non-profits, or even individuals.
  • UPI contributes 85% of India’s digital payments and accounts for nearly half of global real-time digital transactions.
  • In July 2025, UPI processed 19.5 billion transactions worth ₹25 trillion, with daily volumes peaking at 707 million on 2 August 2025.
  • The proposal for BC-enabled UPI withdrawals is still under RBI review and remains at the planning stage.

Employees’ Provident Fund Organisation Launches ‘Passbook Lite’ and Annexure K Download Facility

  • Employees’ Provident Fund Organisation (EPFO) launched ‘Passbook Lite’ on its member portal to simplify Employees’ Provident Fund (EPF) account management.
  • Announced by Union Minister Mansukh Mandaviya as part of digital governance reforms.

Key Highlights

  • Passbook Lite provides a snapshot view of contributions, withdrawals, and balance, accessible directly on the portal without separate login and with real-time access.
  • Members can now directly download Annexure K (PDF), a critical document for validating Provident Fund transfers and for Employees’ Pension Scheme (EPS) calculations.
  • New reforms allow online tracking of Provident Fund transfer applications, verification of updated service periods, and maintenance of permanent digital records.
  • These measures will benefit 27 crore+ EPFO subscribers by ensuring faster claim settlements, improved transparency, convenient document access, better grievance redressal, and reliable recordkeeping for retirement and pension planning.

Tamil Nadu Chief Minister M.K. Stalin Launches ‘Anbu Karangal’ Scheme

  • Chief Minister of Tamil Nadu M.K. Stalin launched the ‘Anbu Karangal’ (Hands of Love) scheme to provide monthly financial support of ₹2,000 to orphaned children.
  • The assistance will continue until the child turns 18 years or completes school education, whichever is earlier.
  • The scheme benefits children who have lost both parents and those with one surviving parent incapable of providing care.

  • In the first phase, 6,082 children across Tamil Nadu will receive direct financial support through Direct Benefit Transfer (DBT).
  • The initiative is implemented under the Juvenile Justice (Care and Protection of Children) Act, 2015, which mandates state governments to safeguard orphaned and vulnerable children.
  • To support higher education, 1,340 students who lost both parents, cleared Class 12, and secured college admission were given laptops.
  • A mobile application was launched in collaboration with the Tamil Nadu e-Governance Agency for online applications, grievance redressal, real-time monitoring, and beneficiary tracking, ensuring transparency and efficiency.

India Records First Half-Year CO Emission Drop in 2025

  • India recorded a 1% decline in electricity-sector carbon dioxide emissions during January–June 2025 compared to the same period in 2024, as per analysis by the Centre for Research on Energy and Clean Air (CREA) for UK-based Carbon Brief.
  • This marks the first fall outside a crisis period like the COVID-19 lockdown. The electricity sector accounts for nearly 40% of India’s total greenhouse gas emissions.
  • The decline was driven by record clean energy growth and lower electricity demand due to a milder summer and good pre-monsoon rainfall.

Key Highlights

  • India added 25.1 gigawatts (GW) of clean energy capacity in the first half of 2025, a 70% increase over last year, including solar, wind, hydropower, and nuclear installations.
  • As a result, fossil fuel-based generation fell by 29 terawatt-hours (TWh) despite overall electricity production rising.
  • India is the third-largest CO emitter globally after China and the United States.
  • India’s national target is 500 GW of non-fossil fuel capacity by 2030. As of mid-2025, 252 GW has been achieved, with an additional 230 GW in the pipeline, likely reaching 482 GW before 2030.
  • Union Minister for New and Renewable Energy, Shri Prahlad Joshi, stated that 23 GW of clean energy capacity was installed between April–August 2025, and the remaining months are expected to double this figure.
  • The trend indicates that India’s power sector emissions could peak before 2030, much earlier than previously projected.

Yatri Sewa Diwas 2025 Launched by Ministry of Civil Aviation

  • The Ministry of Civil Aviation launched Yatri Sewa Diwas 2025 to ensure passenger-centric services across Indian airports, emphasizing dignity, comfort, inclusivity, and humane travel.

  • The initiative was inaugurated by Union Minister Rammohan Naidu at Hindon Airport, reflecting the Prime Minister’s vision of public service in governance.

  • The revision aligns with Australia’s commitments under the Paris Climate Agreement and its requirement to submit more ambitious Nationally Determined Contributions (NDCs).
  • The target is based on recommendations from the Climate Change Authority, which suggested a reduction range of 62–70%.
  • The move addresses global criticism of Australia’s high per capita carbon emissions and dependence on coal and fossil fuels.
  • A government risk assessment report highlighted threats from frequent bushfires, prolonged droughts, rising sea levels, and coastal flooding, along with risks to agriculture, biodiversity, and public health.

  • The Indian Defence Service of Engineers (IDSE), a Group ‘A’ cadre under the Ministry of Defence (MoD), celebrated its 76th Raising Day on 17 September 2025 at Manekshaw Centre, Delhi Cantt.
  • Defence Secretary Shri Rajesh Kumar Singh was the Chief Guest and commended IDSE officers for strengthening national defence preparedness through world-class infrastructure.
  • The IDSE was formally established on 17 September 1949, marking a historic milestone in India’s defence engineering landscape.

Gourangalal Das named India’s new Ambassador to South Korea

  • Senior diplomat Gourangalal Das has been appointed as India’s next Ambassador to South Korea on 16 September 2025.
  • He is a 1999-batch Indian Foreign Service (IFS) officer.
  • Das is currently heading the East Asia Division at the Ministry of External Affairs (MEA), New Delhi.
  • In his present role, he played a key role in negotiations between India and China to rebuild strained ties after the eastern Ladakh border standoff.
  • He is presently serving as Joint Secretary before his appointment as Ambassador.

IAS officer Pawan Kumar Sharma appointed Deputy Election Commissioner in Election Commission of India

  • Senior IAS officer Pawan Kumar Sharma has been appointed as Deputy Election Commissioner (DEC) in the Election Commission of India (ECI), with the rank of Additional Secretary.
  • Pawan Kumar Sharma is a 1999-batch IAS officer of the Madhya Pradesh cadre.
  • IAS officer V Lalithalakshmi, a 2008-batch officer of the West Bengal cadre, has been appointed as Joint Secretary in the Vice President’s Secretariat.
  • The Deputy Election Commissioner (DEC) is a senior official in the ECI, which is responsible for conducting and administering elections across India.

Japan’s Sumitomo Mitsui Banking Corporation acquires 20% stake in Yes Bank, emerges as largest shareholder

  • Sumitomo Mitsui Banking Corporation (SMBC) of Japan has acquired a 20% stake in Yes Bank through a secondary purchase of shares from the State Bank of India (SBI) and other Indian lenders.
  • The acquisition makes SMBC the largest shareholder in Yes Bank, while SBI now holds around 10% equity.
  • Two SMBC representatives, Rajeev Veeravalli Kannan and Shinichiro Nishino, have joined the Yes Bank board.
  • This is the single-largest cross-border investment in an Indian private sector bank.
  • The bank plans to leverage SMBC’s global network to strengthen corporate banking, treasury operations, and India–Japan cross-border services.
  • In May 2025, SBI and seven private sector banks (Axis Bank, Bandhan Bank, Federal Bank, HDFC Bank, ICICI Bank, IDFC First Bank, and Kotak Mahindra Bank) decided to sell the 20% stake for ₹13,482 crore to SMBC.
  • The RBI and Competition Commission of India (CCI) granted approvals, clearing the deal.
  • SMBC has RBI clearance to increase its stake in Yes Bank to 24.99%, with the option to buy an additional 4.99% from Advent, Carlyle, or via preferential allotment.

Department of Fisheries and Food and Agriculture Organization Agreement on Blue Ports

  • The Department of Fisheries, under the Ministry of Fisheries, Animal Husbandry and Dairying, signed a Technical Cooperation Programme agreement with the Food and Agriculture Organization of the United Nations to strengthen Blue Port infrastructure in India.
  • The first webinar under this programme was organised on the theme “Foundations of a Blue Port: Generating Value in Fishing Ports”, addressed by Dr. Abhilaksh Likhi, Secretary, Department of Fisheries, with participation from Mr. Takayuki Hagiwara, Food and Agriculture Organization Representative in India, Food and Agriculture Organization Headquarters officials, representatives of Port of Vigo, Spain, coastal States, Union Territories, Maritime Boards, Major Port Authorities, fisheries cooperatives, and other stakeholders.

  • Food and Agriculture Organization experts presented the Blue Ports framework, including a case study on the Port of Vigo, Spain, showcasing sustainability, stakeholder collaboration, and innovative port practices.
  • The Technical Cooperation Programme on Strengthening of Blue Ports aims to build technical capacity of fishing ports to tackle environmental, social, and economic challenges.
  • Two pilot ports, Vanakbara in Diu and Jakhau in Gujarat, will receive strategic and operational support for investment planning and stakeholder training.
  • Under the Blue Ports framework, the Department of Fisheries is developing Smart and Integrated Fishing Harbours at Vanakbara in Diu, Karaikal in Puducherry, and Jakhau in Gujarat with an investment of ₹369.8 crores.
  • These harbours will integrate Internet of Things devices, sensor networks, satellite communication, and data analytics for real-time decision-making, along with eco-friendly features such as rainwater harvesting, energy-efficient lighting, electric-powered equipment, sewage treatment plants, and marine debris clean-up systems.
  • The initiative aims to ensure sustainability, economic growth, social inclusion, and ecosystem protection while strengthening India’s fisheries sector.

Department of Empowerment of Persons with Disabilities and Ministry of AYUSH Launch Research Projects for Disability Rehabilitation

  • The Department of Empowerment of Persons with Disabilities (DEPwD), under the Ministry of Social Justice and Empowerment, has approved collaborative research projects with the Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy (AYUSH) to integrate traditional systems of medicine into disability rehabilitation.
  • The approvals were given in the 19th Governing Body Meeting of the National Fund for Persons with Disabilities, chaired by Shri Rajesh Aggarwal, Secretary, Department of Empowerment of Persons with Disabilities.

Robert Redford, Oscar-winning actor, director, and Sundance Film Festival founder Passed away

  • Robert Redford, legendary Hollywood actor, director, and founder of the Sundance Film Festival, passed away at the age of 89 on 16 September 2025 at his residence in Utah.
  • He rose to fame in the 1970s with acclaimed films like “The Candidate” (1972), “The Way We Were” (1973), “The Sting” (1973 – Best Picture Oscar), and “All the President’s Men” (1976).
  • In 1980, he made his directorial debut with “Ordinary People”, winning both Best Director and Best Picture Oscars.
  • Disturbed by Hollywood’s commercialisation, he founded the Sundance Institute and Sundance Film Festival, which supported independent filmmakers such as Quentin Tarantino, Steven Soderbergh, Darren Aronofsky, and Paul Thomas Anderson.
  • The Sundance Festival, originally held in Park City, Utah, is set to relocate to Boulder, Colorado in 2027 due to expansion.
