Reserve Bank of India gives PhonePe final nod to function as a payment aggregator
- PhonePe, a fintech major, has received final approval from the Reserve Bank of India (RBI) to operate as an online payment aggregator.
- The approval came over two years after PhonePe first received in-principle clearance from RBI.
- A Payment Aggregator (PA), also known as a merchant aggregator, is a third-party service provider that enables merchants to accept payments from customers by integrating payment services into their websites or apps.
- A Payment Aggregator in India is incorporated under the Companies Act, 2013.
- In 2025, other companies that received the payment aggregator licence include Pine Labs Online, Easebuzz, BharatPe, and PayU, among others.
- With this approval, PhonePe joins a list of over 50 firms that have obtained a full RBI licence as payment aggregators.
- PhonePe has 650 million registered users and a digital payments acceptance network across 45 million merchants.
- The company processes more than 360 million transactions daily, with an annualised total payment value (TPV) exceeding ₹150 trillion.

Bima Sugam India Federation launches official website of IRDAI-backed electronic insurance marketplace Bima Sugam
- The Bima Sugam India Federation (BSIF) has launched Bima Sugam, envisioned as the world’s largest integrated online insurance marketplace.
Key Highlights :
- Bima Sugam is a unified digital marketplace for life, health, motor, travel, property, agricultural, and general insurance products, where users can buy, renew, manage, and claim policies on a single platform.
- The platform will securely store policy documents and function similar to UPI, creating Digital Public Infrastructure (DPI) for insurance.
- It will cover life insurance products, including term plans, savings products, annuity and pension plans, and ULIPs.
- Bima Sugam is part of IRDAI’s Bima Trinity initiative—Bima Vistaar, Bima Vahak, and Bima Sugam—launched to enhance insurance penetration by focusing on availability, affordability, and accessibility.
- The initiative is backed by the Life Insurance Council and the General Insurance Council (GIC).
- Ownership structure: Life insurance and general insurance companies will hold 5% stake each, while broker and agent bodies will hold 2.5% each in the Bima Sugam platform.
- Ajay Seth, Chairman of IRDAI, unveiled the website and emphasized security, compliance, and phased rollout of services.
- The phased rollout will start as an information hub and later enable real-time transactions, renewals, and claims once insurer integrations are completed.

RBI FAQ On Non-Banking Financial Company – Peer to Peer Lending Platform
- A Peer-to-Peer (P2P) lending platform is an online marketplace that directly connects borrowers (individuals/businesses) with investors/lenders, bypassing traditional banks.
- The leverage ratio is defined as outside liabilities ÷ owned funds, excluding customer funds.
- Investible funds refer only to capital infused by promoters and business surplus generated by the NBFC-P2P, and do not include funds of lenders or borrowers flowing through escrow accounts.
- Customers’ funds (lent or borrowed using the platform) cannot be utilised by the platform itself.
- Applicants for NBFC-P2P registration must declare the source of minimum ₹2 crore capital, which must be infused before the issuance of the Certificate of Registration (CoR).
- Existing NBFCs are not allowed to operate as NBFC-P2P entities.
- All loan disbursals and repayments must occur only via bank accounts of registered lenders and borrowers, routed through an escrow account.
- The term ‘T+1’ refers to one bank working day for settlement of transactions.
RBI FAQ On Inter-operable Regulatory Sandbox (IoRS)
- The Reserve Bank of India (RBI) has released Frequently Asked Questions (FAQs) on the Inter-operable Regulatory Sandbox (IoRS) to provide clarity for potential participants.
- A Regulatory Sandbox (RS) refers to live testing of new products/services in a controlled regulatory environment, with temporary regulatory relaxations for testing purposes.
- Financial sector regulators in India with sandboxes include RBI, SEBI, IRDAI, and IFSCA.
- The Pension Fund Regulatory and Development Authority (PFRDA) currently does not have its own sandbox.
- The Inter-Regulatory Technical Group on FinTech (IRTG on FinTech) was constituted under the Financial Stability and Development Council-Sub Committee (FSDC-SC).
- The IoRS provides a common testing window for hybrid financial products/services that fall under the jurisdiction of multiple regulators.
- IoRS supports innovation requiring collaboration of multiple regulators, while individual sandboxes cater to solutions under a single regulator.
- Entities eligible for IoRS participation include financial institutions, FinTech companies, RegTech providers, start-ups, and other innovators with multi-sector financial products.
- Under IoRS, the Principal Regulator (PR) is the regulator under whose remit the dominant feature of the product falls; other regulators act as Associate Regulators (ARs).
- IoRS applications are accepted on an On-Tap basis throughout the year, with preliminary scrutiny by RBI’s FinTech Department.
- There is no application fee for IoRS, but the sandbox fee of the Principal Regulator (if applicable) must be paid.
- Foreign FinTechs seeking entry into India and Indian FinTechs with global ambitions are eligible; in such cases, IFSCA acts as the Principal Regulator (PR).
- Since PFRDA does not have its own sandbox, it can only function as an Associate Regulator (AR) and not as a Principal Regulator (PR).
- After successful testing under IoRS, the entity must approach the Principal Regulator (PR) and Associate Regulators (ARs) for final authorisations and approvals before product launch.
Government clears UCO Bank to handle trade payments for Nayara Energy
- UCO Bank has received government approval to handle trade payments for Nayara Energy Limited., nearly two months after the company was sanctioned by the EU in July 2025.
- Nayara Energy, which is 49% owned by Russia’s Rosneft, faced reduced operations and diversion of ships due to the EU sanctions.
- UCO Bank, with limited offshore presence and past experience in facilitating Iran oil trades, was directed to lead Nayara’s transactions.
- SBI and other large lenders halted Nayara’s trade and FX transactions due to caution over Western sanctions.
- Nayara Energy contributes around 8% of India’s refining capacity and 7% of its retail-fuel network, highlighting its strategic importance.

Baroda BNP Paribas Mutual Fund to merge Banking & PSU Bond Fund into Short Duration Fund
- Baroda BNP Paribas Mutual Fund has announced the merger of two debt funds – Banking and PSU Bond Fund (merging scheme) with Short Duration Fund (surviving scheme).
- The merger will be effective from October 17, 2025.
- The merger is considered a change in fundamental attributes under Regulation 18(15A) of SEBI Mutual Fund Regulations, 1996.
- SEBI has given a no-objection for the merger of the merging scheme into the surviving scheme.
- Unitholders are given 30 days’ notice (from September 17 to October 16, 2025) with an option to exit without exit load during this period.
- Post-merger, no new scheme will be created; only the surviving scheme will continue.

India receives First consignment of hilsa fish from Bangladesh
- The first consignment of Bangladeshi hilsa fish reached India on September 17, 2025, ahead of Durga Puja.
- Bangladesh approved the export of 1,200 tonnes of hilsa, despite an ongoing ban on exports, due to high festive demand in Bengali households.
- Ten trucks carrying 50 tonnes of hilsa entered through the Petrapole border and were scheduled for markets in Kolkata and Howrah by September 18, 2025.
- The export window is fixed between September 16 and October 5, 2025, creating challenges for importers in managing the allotted quota.
- The Fish Importers’ Association highlighted that due to the short shipment window, India often receives less than half of the approved quota.
- Last year (2024), out of 2,420 tonnes approved, India received only 577 tonnes. In September 2023, out of 3,950 tonnes approved, only 587 tonnes were received.
- The Association requested Bangladesh’s Ministry of Foreign Affairs to allow hilsa exports without strict time limits, citing difficulties in completing shipments in 30–45 days.
- Since 1996, India has been importing around 5,000 tonnes of hilsa duty-free annually from Bangladesh.
- In July 2012, Bangladesh imposed a ban on hilsa exports due to domestic shortage and rising prices, but since 2019, special export permissions have been granted to India during Durga Puja.
- West Bengal CM Mamata Banerjee stated that in 2013, a research centre for hilsa cultivation was set up at Diamond Harbour to boost availability.

- Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), has proposed the appointment of Daniel Katz as First Deputy Managing Director,the IMF’s second-highest post effective October 6, 2025, subject to IMF Executive Board approval.
- This appointment follows Gita Gopinath, the outgoing FDMD, stepping down in August 2025 to return to academia.
- The U.S., as the largest shareholder in the IMF, traditionally recommends candidates for the FDMD position, reinforcing its leadership influence in the institution.

- Daniel Katz is currently Chief of Staff to the U.S. Treasury Secretary Scott Bessent at the U.S. Department of the Treasury, serving as principal advisor on domestic and international economic matters.
- He played a key role in developing the U.S. economic partnership with Ukraine and in international negotiations, including those with China.
- Katz has over a decade of association with the U.S. Treasury, where he served as Senior Advisor to the Under Secretary for International Affairs, Counselor to the Assistant Secretary for International Markets, and Policy Advisor in the Office of Terrorism and Financial Intelligence.

Border Roads Organisation ’s Project Vijayak Marks 15th Raising Day in Kargil with ₹1,200 Crore Infrastructure Expansion
- Project Vijayak of Border Roads Organisation (BRO) celebrated its 15th Raising Day at Kargil, Ladakh on September 21, 2025, marking expansion of infrastructure projects worth over ₹1,200 crore.
- In 15 years, Project Vijayak has built and maintained more than 1,400 km of roads and 80 major bridges across Ladakh.
- Project Vijayak achieved the record-setting reopening of Zojila Pass in just 31 days of its winter closure in April 2025, an unprecedented high-altitude connectivity feat.
- Project Vijayak was raised in 2010 with the aim of linking remote valleys of Ladakh and fulfilling operational requirements of the Armed Forces.
- The 15th Raising Day celebrations included Sainik Sammelan, cultural programmes, Vijayak Memorial inauguration, bike rally to Drass War Memorial, painting competitions, Pagal Gymkhana, and Barakhana.
- Future plans worth ₹1,200 crore include widening of roads, construction of tunnels and bridges, use of geotextiles, advanced surfacing, slope stabilisation, digital monitoring, and eco-friendly construction practices.

Third Dweep Diksha Dialogue Highlights Andaman and Nicobar Command’s Emergence as a Key Maritime Strategic Hub
- The Andaman and Nicobar Command (ANC) is India’s only operational Joint Services Command.
- The third edition of the Dweep Diksha Dialogue was hosted on September 19–20, 2025 at Sri Vijaya Puram, Andaman & Nicobar Islands.
- The theme of the 2025 Dialogue was ‘Evolution of ANC as a Strategic Hub and Beyond’.
- The forum facilitated discussions on future-ready operational concepts, cognitive warfare, cyber warfare, strategic signalling, and India’s role as a preferred security partner in the Indo-Pacific.

28th National e-Governance Conference to be held in Vishakhapatnam from September 22
- The 28th National Conference on e-Governance (NCeG) 2025 will be held on September 22–23, 2025, in Vishakhapatnam, Andhra Pradesh.
- The theme of the conference is ‘Viksit Bharat: Civil Service and Digital Transformation.’
- The event is organised by DARPG and MeitY, in collaboration with the Government of Andhra Pradesh.
- The conference was inaugurated by N. Chandrababu Naidu, Chief Minister of Andhra Pradesh, and Dr. Jitendra Singh, Union MoS (Independent Charge).
- The event will also be attended by Pawan Kalyan (Deputy CM, Andhra Pradesh) and N. Lokesh (Minister for IT & HRD, Andhra Pradesh).
- National Awards for e-Governance 2025 will honour 19 initiatives (10 Gold, 6 Silver, 3 Jury Awards) across six categories.
- Participants include Central, State, District authorities, Gram Panchayats, and Academic/Research Institutions.
- The conference will host 6 plenary sessions and 6 breakout sessions with around 70 speakers.
- Key sub-themes include Vizag as IT Hub, AI for Viksit Bharat, Civil Service and Digital Transformation, Cybersecurity in e-Governance, Agri Stack, Gram Panchayat Innovations, and International Subsea Cables and AI Data Centres.
- Delegates from 28 States and 8 Union Territories will participate.
- An Exhibition will showcase India’s achievements in e-Governance with a Wall of Fame/photo exhibition of past award winners.

Sydney McLaughlin-Levrone Wins 400m Gold at World Athletics Championships 2025
- American sprinter Sydney McLaughlin-Levrone won the women’s 400 metres gold at the World Athletics Championships 2025 in Tokyo.
- She clocked 47.78 seconds, the fastest women’s 400m time since 1985, marking her successful transition from 400m hurdles to flat 400m.
- Medal Winners:
- Gold: Sydney McLaughlin-Levrone (United States of America) – 47.78s
- Silver: Marileidy Paulino (Dominican Republic) – 47.98s
- Bronze: Salwa Eid Naser (Bahrain) – 48.19s
- McLaughlin-Levrone’s 47.78s is the second-fastest women’s 400m time in history.
- The world record of 47.60s was set by Marita Koch (East Germany) in 1985 during the era of state-sponsored doping.
- She also set a new American record, surpassing her 48.29s semifinal performance.
- With this performance, she is in contention to break the longest-standing track world record.

- Zubeen Garg, a legendary Assamese singer and cultural icon, passed away at the age of 52 following a scuba diving accident in Singapore while visiting for the North East Festival.
About Zubeen Garg :
- Zubeen Garg was a singer, composer, actor, film-maker, lyricist, and philanthropist, making him a multi-faceted cultural personality.
- He made his musical debut in 1992 with the Assamese album Anamika.
- His first film soundtrack was Jouboni Amoni Kore (1998).
- He achieved national fame with the Bollywood hit “Ya Ali” (Gangster, 2006), composed by Pritam.
- Other notable songs include “Dil Tu Hi Bataa” (Krrish 3) and Assamese hits like “Bhobai Nasilu”, “Runjun”, and “Agoli Anubhabe”.
- His last release was the English version of “Maya”, a collaboration with Bhargav Ojapali.
- On Spotify, Zubeen had 2.1 million monthly listeners, making him one of India’s most-streamed independent artists.
- He was regarded as the voice of Assam and the Northeast, with a cultural legacy that extended beyond music and earned national tributes.

World Rhino Day 2025 will be observed globally on 22 September
- World Rhino Day 2025 will be observed globally on 22 September to highlight the urgent need to protect the rhinoceros, one of the planet’s most ancient and endangered species.
- Despite being symbols of strength, rhinos today face severe threats from poaching, habitat loss, and human–wildlife conflict.
- The day brings together governments, non-governmental organizations (NGOs), and communities worldwide to conserve all five species of rhinos and prevent them from sliding further towards extinction.
History and Significance
- World Rhino Day was established in 2011 by wildlife conservationists and international organizations.
- The main objective is to create awareness about the five rhino species:
- Greater one-horned rhinoceros – found in India and Nepal
- Black rhinoceros – found in Africa
- White rhinoceros – found in Africa
- Javan rhinoceros – found in Indonesia
- Sumatran rhinoceros – found in Indonesia
- Over the years, it has become a global platform to address issues like illegal wildlife trade, poaching, and habitat degradation.
