  • The scheme focuses on capacity building, entrepreneurship promotion, financial support, skill development, and market access for Scheduled Caste and Scheduled Tribe entrepreneurs.
  • The primary objective of the scheme is to develop entrepreneurial capacity among Scheduled Caste and Scheduled Tribe communities and enable them to compete effectively in domestic and global markets, addressing long-standing challenges such as limited access to credit, weak market linkages, lack of exposure to public procurement, and gaps in technical and managerial skills.
  • A key feature of the scheme is its support for public procurement, where Ministries, Departments, and Central Public Sector Enterprises are mandated to procure at least four percent of their total purchases from Scheduled Caste and Scheduled Tribe owned enterprises.

Tamil Nadu Launches Conservation Initiative for Smooth-Coated Otters in Cauvery Delta

  • The Tamil Nadu Government launched a special conservation initiative to protect the smooth-coated otter, a Vulnerable species found in the Cauvery river delta, reflecting rising concern over declining freshwater ecosystems.
  • The programme focuses on studying otter population dynamics, behavioural patterns, habitat improvement, and reducing human–wildlife conflict, especially with local fishing communities.
  • The initiative was announced during a Tamil Nadu Legislative Assembly session on endangered species protection and will cover parts of Thanjavur, Tiruvarur, and Cuddalore districts.
  • Key objectives include estimating otter population numbers, mapping and ranking critical habitats, studying threats such as pollution and conflict, and restoring habitats through measures like reed planting and fish ladders.
  • The project received administrative approval of ₹20 lakh, with ₹10 lakh allocated for the financial year 2025–26, and is planned for a one-year duration.
  • The initiative is led by the Advanced Institute for Wildlife Conservation, the research wing of the Tamil Nadu Forest Department, located in Vandalur, Chennai.
  • Field research will be conducted by the Department of Wildlife Biology at AVC Autonomous College, Mayiladuthurai, under the supervision of the Forest Department.

  • Smooth-coated otters live in groups called bevvies, communicate using whistles and chirps, and feed on fish such as carp, catfish, tilapia, and prawns, playing a key role in aquatic balance.
  • The species is listed as Vulnerable on the International Union for Conservation of Nature Red List and is protected under Schedule I of the Wildlife Protection Act, 1972, providing the highest level of legal protection.
