Securities and Exchange Board of India Mulls Allowing Foreign Portfolio Investors to Trade in Non-Agri Commodity Derivatives

  • The Securities and Exchange Board of India (SEBI) is reviewing a proposal to allow Foreign Portfolio Investors (FPIs) to trade in non-cash settled, non-agricultural commodity derivatives.
  • The move aims to broaden the domestic commodity market and increase investor participation.

Key Highlights :

  • If approved, FPIs will be able to trade in gold, silver, zinc, lead, and other base metals (physically settled commodities).
  • SEBI Chairman Tuhin Kanta Pandey confirmed that a committee will suggest ways to deepen the agricultural commodities segment, and a working group will focus on the non-agri commodity space.
  • FPIs are currently allowed to trade only in financially settled contracts such as crude oil, natural gas, and index futures/options.
  • FPIs have offloaded ₹60,679 crore of equities since July 2025, showing their significant presence in Indian markets.
  • The new rules would boost liquidity beyond the first month of trading, enabling industrial users to use the platform for effective hedging.
  • FPIs bring risk capital and research strength, leading to better price discovery and capital efficiency.
  • A deeper market will help Indian corporates hedge domestically rather than going abroad.
  • The proposal is seen as a step to make India’s commodity derivatives market globally competitive, especially in the current geo-political context.

About SEBI :

  • Established : 12 April 1988 as an executive body and was given statutory powers on 30 January 1992 through the SEBI Act, 1992
  • Headquarters : Mumbai, Maharashtra
  • Chairman : Tuhin Kanta Pandey

India’s Logistics Expenses Pegged at 7.97% of GDP

  • On the 10th anniversary of Make in India, Union Commerce and Industry Minister Piyush Goyal launched the Assessment of Logistics Cost in India report in New Delhi.
  • For the first time, India has a comprehensive and scientifically derived estimate of logistics costs using a hybrid methodology (secondary data + nationwide surveys).
  • The initiative follows the National Logistics Policy (2022), which mandated a uniform framework for measuring logistics costs and benchmarking them against global practices.
  • Logistics costs in India are estimated at 7.97% of GDP, as per the NCAER assessment for DPIIT, correcting earlier misrepresented figures of 13–14%.
  • The report framework captures costs across transport modes, product categories, and firm sizes, and provides freight cost per tonne-kilometre
  • Government initiatives to reduce logistics costs include:
  • PM GatiShakti National Master Plan
  • Dedicated Freight Corridors
  • Bharatmala Pariyojana
  • Sagarmala Project
  • Integrated Check Posts
  • Unified Logistics Interface Platform (ULIP)
  • Logistics Efficiency Enhancement Programme (LEAP)
  • Other steps include mapping HSN codes to line ministries, creating a logistics database, and implementing state and city logistics plans under the SMILE programme with ADB.

India’s Seafood Exports Face Setback as US Senators Propose Higher Shrimp Tariffs

  • US Senators Bill Cassidy (Louisiana) and Cindy Hyde-Smith (Mississippi) introduced the India Shrimp Tariff Act in the US Senate to impose tariffs on shrimp imports from India.
  • The purpose of the Act is to establish tariffs, ensure a level playing field for domestic producers, and safeguard Louisiana’s shrimpers, catfish farmers, processors, and related jobs.

Key Highlights :

  • The Act claims that India has been dumping cheap shrimp in the US market, which allegedly harms local producers and restaurants.
  • Louisiana’s shrimp industry has been under strain, and the Act is presented as a measure to protect its culture, economy, and Gulf Coast jobs.
  • The Act follows the Agricultural Disputes and Enforcement Act (Feb 2025), which earlier targeted imports of rice from India and China.
  • The move is expected to increase India–US trade tensions, especially in seafood and agriculture sectors, and may lead India to contest it at the World Trade Organization (WTO) as protectionism.
  • India, a leading global exporter of shrimp, argues that its products are of superior quality and costlier (20–30% more than Ecuadorian shrimp), not “dumped” at low standards.
  • The Southern Shrimp Alliance in the USA has persistently sought to restrict Indian shrimp imports, which has led to this protectionist push.

RBI FAQ On International Trade Settlement in Indian Rupees (INR)

  • The Special Rupee Vostro Account (SRVA) is an additional arrangement for settlement of international trade in Indian Rupees (INR), complementing the existing system of settlement in freely convertible currencies.
  • The new feature of SRVA is that trade settlement in INR reduces dependence on hard currencies like USD, EUR, JPY.
  • Correspondent banking is an arrangement where a bank acts as an intermediary/agent for another bank to facilitate wire transfers, deposits, transactions, and access to foreign markets.
  • The SRVA mechanism is a bank-to-bank arrangement, similar to a correspondent banking setup.
  • An Indian branch of a foreign bank can open an SRVA for its head office/other branches abroad if it is an Authorised Dealer (AD) bank and subject to RBI approval.
  • Existing Rupee Vostro Accounts cannot be used as SRVA; a new account must be opened.
  • A foreign bank can maintain multiple SRVAs with different AD banks in India.
  • An AD bank in India can also open multiple SRVAs for banks from the same foreign country.
  • The exchange rate between INR and the partner country’s currency will be market-determined.
  • In the absence of a direct quote, the exchange rate will be derived as a cross-currency rate via major currencies like USD or EUR.
  • The SRVA is not aimed at specific countries but is part of a calibrated path to promote INR use in global trade.
  • Balances in SRVA can be repatriated either in freely convertible currency or in the domestic currency of the trading partner country.
  • Income from INR balances in SRVA can be repatriated subject to regulatory and tax provisions.
  • Balances in SRVA can be used for permissible current and capital account transactions, including FDI and ECB, under FEMA rules.
  • Surplus SRVA balances can be invested in Government Treasury Bills and securities, and other avenues mutually agreed upon, within regulatory limits.
  • Investment in T-Bills/G-Secs from SRVA funds does not require an FPI license for the foreign bank.
  • The AD bank in India is responsible for reporting cross-border transactions under the SRVA.
  • Indian traders benefit as settlement in INR reduces exchange rate risk for exporters and importers.
  • The list of SRVAs opened by Indian banks is available on FEDAI’s website under the SRVA Directory.
