India’s Forex Reserves Jump by $4.5 Billion to Reach $702.3 Billion: Reserve Bank of India
- India’s foreign exchange reserves rose by $4.5 billion to reach $702.3 billion for the week ending October 17, 2025, according to the Reserve Bank of India (RBI).

Gold Reserves Milestone
- The rise was mainly driven by gold reserves, which increased by $6.2 billion to over $108.5 billion, crossing the $100 billion mark for the first time.
- The increase was supported by a global surge in gold prices and continued accumulation by the RBI.
- The share of gold in India’s total foreign exchange reserves has nearly doubled in a decade, reaching about 15%, the highest since 1996–97.
- Gold prices have risen around 65% in 2025, driven by geopolitical tensions and global trade frictions.
- The RBI has added approximately 75 tonnes of gold since 2024, taking total holdings to around 880 tonnes, or 14% of total reserves.
- India is the world’s second-largest gold consumer after China, with gold serving as a traditional and safe-haven investment for households.
Foreign Currency Assets (FCAs)

- The National Payments Corporation of India (NPCI) has launched ‘UPI Help’, an AI-powered digital assistant designed to enhance user experience and trust in digital transactions by simplifying grievance redressal and transaction tracking on Unified Payments Interface (UPI).

- ‘UPI Help’ provides real-time support for users facing failed or delayed transactions, unclear payment statuses, and autopay mandate queries, making the payment experience smoother and more transparent.
- The assistant can resolve failed or pending transactions, check payment statuses instantly, and allow users to raise and track complaints in real time.
- It also offers a unified view of active UPI Autopay mandates, improving mandate transparency and user control over recurring payments.
- The assistant also allows users to view, manage, or cancel recurring mandates related to subscriptions, utility bills, or loan repayments, enhancing financial control and preventing unauthorized payments.
- ‘UPI Help’ is integrated with the UPI Dispute Resolution (UDIR) system, enabling automatic transmission of transaction details to concerned banks and reducing resolution time for disputes.
- Through UDIR integration, users receive clear status updates and no longer need to contact bank branches for common payment issues.

RBI FAQs-Targeted Long Term Repo Operations (TLTROs)
- Banks are required to maintain specified securities equivalent to the amount received under Targeted Long Term Repo Operations (TLTROs) in their HTM (Held to Maturity) book at all times till the maturity of the TLTRO funds.
- Under the TLTRO scheme, banks must invest the borrowed amount in fresh acquisition of specified securities, over and above holdings as on March 26, 2020, from the primary or secondary market.
Key Highlights :
- There is no maturity restriction on the securities acquired under the TLTRO scheme, but the outstanding HTM holdings must not fall below the amount available under TLTRO.
- Specified securities acquired under TLTRO can remain in the HTM portfolio till their maturity even after the maturity of TLTRO funds.
- If a bank classifies TLTRO-acquired securities under AFS/HFT, it cannot later shift them to HTM, and must maintain records to identify such securities separately; valuation rules for AFS/HFT will apply.
- Banks may replace securities sold via buy-back with fresh specified securities, ensuring TLTRO funding is always backed by specified assets till maturity.
- Sales from HTM due to issuer buy-backs of TLTRO securities are exempt from the regulatory disclosure threshold under the RBI Master Circular (July 1, 2015).
- Upon repayment of TLTRO/TLTRO 2.0 funds, the associated securities must be shifted out of HTM, and such investments are subject to large exposure framework (LEF) and ANBC norms.
- Banks were allowed up to 30 working days (for first TLTRO tranche of March 27, 2020) to deploy funds, failing which the interest rate on un-deployed funds rose to policy repo rate + 200 bps until deployed.
- Under TLTRO 2.0, the deployment period for funds was extended to 45 working days due to COVID-19 disruptions; failure to deploy attracts repo rate + 200 bps interest on un-deployed funds.
- TLTRO funds must be deployed up to 50% in the primary market and the remaining 50% in the secondary market, though the limit is fungible except for the primary market cap.
- The 50:50 limit between primary and secondary markets is not applicable for TLTRO 2.0, allowing greater flexibility to banks.
- The 10% investment cap per entity/group applies only to the fourth TLTRO (April 17, 2020) and not to earlier TLTROs or TLTRO 2.0.
- For TLTRO 2.0, at least 50% of funds must be deployed in specified securities of small and mid-sized NBFCs and MFIs, with exemption from ANBC computation for priority sector targets.
- The TLTRO 2.0 scheme specifically targeted NBFCs and MFIs, requiring investments in investment-grade bonds, CPs, and NCDs of these entities.
- Under the on tap TLTRO scheme, banks may either borrow first and then invest or invest first and later avail funds, subject to availability within ₹1,00,000 crore limit.
- There is no restriction on primary or secondary market investments under the on tap TLTRO scheme for acquiring specified securities in eligible sectors.

- The Maldives accomplished this through comprehensive maternal and child health programs with over 95% antenatal care coverage, nearly universal testing, and timely hepatitis B vaccination for newborns.
- No babies were born with HIV or syphilis in 2022 and 2023, and a 2023 national survey confirmed zero hepatitis B among young children, surpassing global elimination targets.
IUCN Report Finds Climate Change Is the Biggest Threat to Natural World Heritage Sites

- The vessels are the 7th and 8th in a series of eight indigenously built FPVs, fully designed and constructed by GSL, showcasing India’s self-reliance in shipbuilding.
- Each FPV is 52 metres long, has a displacement of 320 tonnes, and is equipped with Controllable Pitch Propellers (CPP) — a first in this class in India — providing enhanced manoeuvrability and propulsion efficiency.

National Aeronautics and Space Administration Confirms Discovery of 2025 PN7, a Quasi-Moon Orbiting Alongside Earth
- Earth has gained a new space companion — asteroid 2025 PN7 — recently confirmed by the National Aeronautics and Space Administration (NASA).
- It is not a real moon but a “quasi-moon” that travels around the Sun in nearly the same orbit as Earth, appearing to follow our planet through space.

- Asteroid 2025 PN7, discovered by astronomers at the University of Hawaii, is estimated to be 18–36 metres wide, about the height of a small building.
- The asteroid does not orbit Earth directly; instead, it orbits the Sun on a path similar to Earth’s, making it seem as if it stays close to us.
- NASA scientists describe it as “a friendly runner keeping pace on the same track — close enough to notice but never touching.”
- The University of Hawaii team discovered the asteroid during a 2025 sky survey, and NASA confirmed its classification as a quasi-moon after orbital analysis.
- A quasi-moon is a celestial body that orbits the Sun, not Earth, following a path similar to Earth’s orbit, and is not gravitationally bound to our planet.
- Researchers estimate that 2025 PN7 has been near Earth’s orbit for nearly 60 years and will likely continue doing so until around 2083, before drifting away into deep space.
- At its closest point, the asteroid comes within 4 million kilometres of Earth — about 10 times farther than the Moon, while at its farthest, it moves 17 million kilometres away, posing no danger to Earth.
- So far, NASA has confirmed only eight quasi-moons, making 2025 PN7 a rare find.

- He spent his final days in his ancestral home in Namche Bazaar, known as the gateway to Everest.
- The Nepal Mountaineering Association expressed deep sorrow, calling his death an irreplaceable loss to Nepal’s mountaineering history.
- Born in 1932 in Namche, Kancha began his mountaineering career at 19 after moving to Darjeeling, where he met Tenzing Norgay.
Oscar-Winning Actress Diane Keaton Passed away
- Diane Keaton, the Oscar-winning American actress, passed away at the age of 79.
- She was best known for her iconic role as Kay Adams-Corleone in The Godfather series.
- Keaton won the Academy Award for Best Actress in 1978 for her performance in Annie Hall, a role that also earned her a Golden Globe and a BAFTA Award.

- The World Day for Audiovisual Heritage (WDAH) is a commemoration of the adoption, in 1980 by the 21st General Conference, of the Recommendation for the Safeguarding and Preservation of Moving Images.
- Since the World Day for Audiovisual Heritage is celebrated in conjunction with the 30th anniversary of the World Programme, the members of State in UNESCO take this day as an opportunity to evaluate their performance in implementing the Recommendations for Preservation and Access of the Documentary Heritage in Digital Form.
