  • He is currently serving as Special Director in the Intelligence Bureau. He has been appointed till 31 March 2024.

  • RBI issued draft guidelines for Banks and NBFCs for outsourcing IT services. As per RBI’s draft on outsourcing of information technology (IT) services, outsourcing of IT-enabled services for regulating entities (REs) will not require prior approval from the central bank.

  • RBI has also proposed to set up a robust grievance redressal mechanism for resolving customers’ grievances related to outsourced services.
  • According to the draft, the risk management framework for the outsourcing of IT services will have to deal with the identification, measurement, mitigation/ management, and reporting of risks associated with outsourcing.
  • In addition to norms related to the use of cloud computing services and outsourcing of security operations centers (SoCs), the draft also specifies the role of the board and senior management.
  • RBI has sought suggestions from stakeholders on this draft by 22 July.

  • Kulkarni’s appointment follows another SBI veteran Natarajan Sundar being selected as CEO of the NARCL in April. Sundar took over as the CEO at the end of May
  • Setting up a bad bank was a key reform measure of Budget 2021 and it was incorporated in June 2021. IDRCL, the principal-agent for NARCL, will be in charge of the resolution. It will have no balance sheet and will only work as a facilitator for the resolution of these loans.
  • IDRCL is a private sector company controlled by private sector banks that own a 51% share. Its seven-member board is chaired by former SBI executive Diwakar Gupta. The current CEO and former head of SBI Mutual Fund’s alternative investment fund vertical, Manish Makharia, will make way for Kulkarni.
