Total number of male Hindi newspaper readers in the month of August and November together

= > 36000*(1/2) + 66000*(2/3)

= > 18000 + 44000 = 62000

Total number of female English newspaper readers in the month of September and December together

= > 56000*(3/8) + 64000*(7/16)

= > 21000 + 28000 = 49000

Required % = (62000/49000)*100 = 126.53 % = 127 %
