RBI to directly regulate entities facilitating cross-border payment transactions

  • The Reserve Bank of India (RBI) has expanded its regulatory oversight to directly cover all entities involved in facilitating cross-border payment transactions for the import and export of goods and services.
  • These entities will be designated as Payment Aggregator-Cross Border (PA-CB) under the new regulation.
  • Currently, all Payment Aggregators (PA), which facilitate the processing of domestic transactions in online mode, come under the ambit of RBI regulations.

Key Highlights :

  • Minimum Net Worth Requirement: The RBI has clarified the minimum net worth requirements for non-bank entities providing PA-CB services.
  • They must have a minimum net worth of ₹15 crore at the time of applying to the RBI for authorization and a minimum net worth of ₹25 crore by March 31, 2026.
  • Transaction Value Cap: For import and export transactions processed by PA-CBs, the maximum value per unit of goods or services sold/purchased is capped at ₹25,00,000.
  • Procedures for Handling Online Transactions: The RBI has outlined specific procedures for the handling of online transactions by Payment Aggregators.
  • Deadline for Compliance by Banks: Banks undertaking PA-CB activities must meet the regulatory requirements for PA-CBs by April 30, 2024.

About Payment Aggregators :

  • Payment Aggregators act as a bridge between e-commerce sites and customers for payment transactions.
  • PAs let e-commerce sites and merchants accept various instruments from customers to complete their payment obligations.
  • This saves merchants from creating their systems.
  • A common payment transaction by a customer involves PAs getting payment from customers, pooling, and transferring them to the merchants.

RBI Sets Guidelines for the Closure of District Central Cooperative Bank Branches                          

  • The Reserve Bank of India (RBI) has made an important announcement regarding District Central Co-operative Banks (DCCBs).
  • These banks are now permitted to close their unremunerative branches without seeking prior permission from the central bank, although they will require approval from the Registrar of Cooperative Societies of the respective state.
  • This decision is aimed at streamlining the functioning of DCCBs and ensuring that the process of branch closure is conducted responsibly and transparently.
  • The decision to close down branches should be taken by the Board after taking into account all the relevant factors and should be properly recorded/minutes in the proceedings of the Board meeting.
  • DCCBs are required to give two months’ notice in advance to all existing depositors and clients of the branch.
  • This notice should be issued through press releases in local leading newspapers, and each constituent of the branch should be informed well in advance of the branch closure.
  • Also, the DCCB should return the original licence/s issued for the closed branch to the Regional Office concerned of the Reserve Bank.
  • However, DCCBs will not be allowed to close branches if restrictions have been imposed on the bank by the RBI.
  • In another circular, the Reserve Bank laid down the procedure to be followed for change in the name of cooperative banks.

22nd Annual Conference of IASSI to be held

  • The Centre for Economic and Social Studies (CESS) will host the 22nd annual conference of the Indian Association of Social Science Institutions (IASSI).
  • Mahendra Dev, distinguished professor, ICFAI Faculty of Social Sciences, IFHE, Hyderabad, and former director and vice chancellor of the Indira Gandhi Institute of Development Research (IGIDR) in Mumbai, is the conference president.
  • Revathi, director, CESS, is the chairperson of the organising committee and Dr B. Suresh Reddy, associate professor, CESS, organising secretary.
  • It brings together over 200 researchers from universities and academic institutions.
  • The three main themes are sustainable development, urbanisation and development, and women empowerment.

Central Railways commissions the BPAC system in the Vasind-Asangaon section

  • The Central Railway has commissioned the block proving by axle counter (BPAC) system in the Vasind-Asangaon section of Mumbai Division.
  • As per a release issued by the Central Railway, the BPAC system plays a pivotal role in maintaining the utmost safety of train operations.
  • Specifically, it meticulously examines the last vehicle of a section, subsequently confirming the section’s clearance before granting authorization for another train to enter.
  • Earlier, the BPAC system was exclusively deployed up to Vashind railway station within the Kalyan-Igatpuri section.
  • However, the Railway Board has sanctioned the extension of BPAC operations from Khadavli to Igatpuri, and the work is in progress and will be completed soon.
  • The Mumbai division has a BPAC system installed on the Chhatrapati Shivaji Maharaj Terminus (CSMT) to KALYAN section, CSMT-PANVEL Harbour line, CSMT-Goregaon line, Kalyan-Karjat section and Vasai-Panvel-Roha section.
  • The BPAC system work is underway at Asangaon-Atgaon, Atgaon-Thansit, TGR3-TGR2, Panvel-Dapoli sections and will soon begin on Thansit-Khardi, Khardi-Umbarmali, Kasara-Umbarmali, Kasara-TGR3, TGR2-TGR1, Dapoli-Jasai sections of the Mumbai division.

Defence Minister Shri Rajnath Singh inaugurates ‘India Manufacturing Show’ in Bengaluru

  • The Union Defence Minister Shri Rajnath Singh inaugurated the three-day ‘India Manufacturing Show’ in Bengaluru, Karnataka.
  • The show has been jointly organised by Laghu Udhyog Bharti & IMS Foundation and supported by the Department of Defence Production, Ministry of Defence.
  • The central theme of the event is ‘Make in India, Make for the World’.

Key Highlights

  • Shri Rajnath Singh also referred to the Innovations for Defence Excellence (iDEX) initiative, which was launched to invite new ideas in defence manufacturing through start-ups and innovators.
  • iDEX Prime was launched to support projects, requiring support beyond Rs 1.5 crore up to Rs 10 crore, to help the start-ups in the defence sector.
  • Members of Parliament Dr Sudhanshu Trivedi & Shri Tejasvi Surya, Chairman & Managing Director, Bharat Forge Limited Shri Baba Kalyani and Executive Vice President & Head, L&T Defence Shri Arun Ramchandani were among those present on the occasion.

  • The 15th Tribal Youth Exchange Program is going to conclude in Mumbai.
  • 220 participants from tribal districts of Jharkhand Bihar, Andhra Pradesh and Telangana participated in the exchange programme.
  • As part of the exchange programme, the participants visited the Raj Bhavan, Mumba.
  • The participants also visited the Vidhan Bhawan Mumbai.
  • The participants visited the National Museum of Indian Cinema, Gateway of India, Marine Drive, Juhu Beach, and other famous places in Mumbai.

  • Prime Minister Shri Narendra Modi will inaugurate the second edition of the Mega food event ‘World Food India 2023’ on 3rd November at Bharat Mandapam, Pragati Maidan, New Delhi.
  • With the aim to strengthen Self Help Groups, the Prime Minister will disburse Seed Capital Assistance for over one lakh SHG members.
  • This support will help SHGs gain better price realisation in the market through improved packaging and quality manufacturing.

  • It was jointly organized by The Indian Council of Agriculture Research and the Thünen Institute, Germany.

Gwalior, Kozhikode join UNESCO’s list of creative cities

  • Two Indian cities, Gwalior and Kozhikode, have been added to the prestigious list of the United Nations Educational, Scientific and Cultural Organization (UNESCO) Creative Cities Network (UCCN).
  • The cities featured among 55 new cities from around the world and were added to the list on World Cities Day, which was observed on Oct 31.
  • Madhya Pradesh’s (MP) Gwalior made the cut in the ‘Music’ category, while Kerala’s Kozhikode has earned its place in the list in the ‘Literature’ category.
  • These cities were acknowledged for “their strong commitment to harnessing culture and creativity as part of their development strategies, and displaying innovative practices in human-centred urban planning”.

Kozhikode’s Literary Triumph :

  • Kozhikode’s journey to becoming a ‘City of Literature’ began with a proposal initiated by the Kerala Institute of Local Administration in 2022.
  • The Kozhikode Corporation formed a collaborative partnership with Charles University in Prague, Czech Republic, which was the first city to be recognized as a ‘City of Literature’ by UNESCO in 2014.

Gwalior’s Musical Legacy :

  • Gwalior, the city that gave the world the legendary musician Tansen, has been bestowed with the prestigious title of “City of Music” by UNESCO.
  • This honour is a befitting tribute to the city’s rich musical heritage.
  • Gwalior Gharana, one of the oldest Hindustani musical Gharanas, is believed to have originated in this very place, solidifying its status as the birthplace of this iconic musical style.
  • The Scindias, erstwhile royal family of Gwalior, have diligently preserved and propagated music for centuries, adding to the city’s musical legacy.
  • Union Minister Jyotiraditya Scindia played a pivotal role in advocating for Gwalior’s inclusion in UNESCO’s list, further underscoring the city’s significant contribution to the world of music.

  • Governor of Eastern Province of Sri Lanka Senthil Thondaman, High Commissioner of India to Sri Lanka Gopal Baglay, and SBI Chairman Dinesh Khara graced the event.
  • Recognizing SBI’s 159-year-long presence, Mrs. Sitharaman praised its commitment to growth at home and abroad, especially during the Sri Lankan economic crisis.

Bangladesh PM’s Daughter Saima Wazed Appointed as Head of WHO’s South East Asia Region

  • Saima Wazed, the daughter of Bangladesh Prime Minister Sheikh Hasina, has been nominated to become the next Regional Director for the World Health Organization’s (WHO) South-East Asia region.
  • She secured the nomination after a vote during the 76th session of the WHO Regional Committee for the South-East Asia Region.
  • Saima Wazed received 8 votes, defeating the other candidate, Shambu Prasad Acharya from Nepal, who secured 2 votes.
  • She is set to take over from the current Regional Director, Poonam Khetrapal Singh, and is scheduled to assume her role on February 1, 2024, for a five-year term.
  • Bangladesh, Bhutan, DPR (North) Korea, India, Indonesia, Maldives, Nepal, Sri Lanka, Thailand, and Timor-Leste -10 of the 11 member countries took part in the vote.
  • Myanmar did not send a delegation to the meeting.
  • The nomination will be submitted to the WHO Executive Board during its 154th session, which is scheduled to take place on January 22-27 in Geneva, Switzerland, the WHO regional office said in an official communication.

RBI appoints Manoranjan Mishra as new Executive Director

  • Manoranjan Mishra has been appointed as an Executive Director (ED) of the Reserve Bank of India (RBI).
  • Roles and Responsibilities: In his new role as Executive Director, he will be responsible for overseeing three key departments:
    • Enforcement Department: This department is responsible for enforcing regulatory compliance within the banking and financial sectors.
    • Risk Monitoring Department: It is responsible for monitoring and managing risks in the banking and financial systems.
    • Department of External Investments & Operations: This department deals with external investments and operations, likely related to foreign exchange and international financial activities.

About Manoranjan Mishra :

  • Manoranjan Mishra has experience of over three decades in the RBI, having worked in the areas of regulation of banks and Non-Banking Finance Companies (NBFCs), supervision of banks and currency management.
  • He has served as a member of several working groups at the national and international levels, contributing to the formulation of regulatory/supervisory policies.
  • Before his appointment as an Executive Director, Manoranjan Mishra held the position of Chief General Manager in the Department of Regulation at the RBI.

IAF fighter squadron converts from MiG-21 to SU-30 MKI                    

  • The Number 4 Squadron (Oorials) of the Indian Air Force, based at Air Force Station Uttarlai (Barmer), has undergone a significant transition from the MiG-21 to the Su-30 MKI.
  • This transition marks a watershed moment in the history of the squadron, as they had been operating the MiG-21 since 1966.

  • The MiG-21 was the first supersonic fighter in service of the IAF, inducted in 1963, and played a significant role in various conflicts.
  • The conversion of the squadron reflects the Indian Air Force’s commitment to modernize its fleet while ensuring the protection of the nation’s airspace.
  • The formal induction of the Su-30 MKI aircraft into the squadron was celebrated with a ceremony at Air Force Station Uttarlai on 30 October 23. This ceremony included a combined flypast by both MiG-21 and Su-30 MKI aircraft.
  • With this transition, the Indian Air Force (IAF) now operates only two squadrons of the MiG-21.
  • The IAF has set a target to phase out the MiG-21 aircraft completely by the year 2025.

BigBasket tops, Ola, Porter, Uber, among worst platforms for gig workers: Fairwork India report

  • According to the Fairwork India 2023 report, BigBasket is the best organisation for gig workers in India.
  • The report ranks Zomato, Swiggy, Urban Company and BluSmart, all in second place.
  • Porter and Ola came in last in the ranking.
  • Professors Balaji Parthasarathy and Janaki Srinivasan were the Principal Investigators of the report.

Key Highlights

  • In the report, each company is judged on the basis of five factors.
  • These factors are Fair Pay, Fair Contract, Fair Management, Fair Representation, and Fair Conditions.
  • Each factor carried two points.
  • This implied a company could get 10 points maximum and 0 points minimum.
  • Ola has scored zero out of 10 points for the third year in a row.
  • The Fairwork India team noted that EV-based ride-hailing platform BluSmart operates on an “asset-light” model.
  • According to the report, the only platforms with a minimum wage policy are BigBasket, Flipkart, and Urban Company.
  • Recently, Rajasthan passed a law that levies a 2% tax on earnings made by digital platforms that operate in the state The move, orchestrated by the Indian National Congress party, would be the first in the country and the tax would aid an estimated two million platform-based gig workers in the state with them receiving social security and welfare benefits.

National Games in Goa: Ancy Sojan of Kerala clinches gold in Women’s Long jump event

  • In the Women’s Long jump, Asian Games silver medallist Ancy Sojan of Kerala bagged the Gold medal in 37th National Games in Goa.
  • The thrill of Lawn Tennis, Hockey, Sepak Takraw, Football, Athletics, and Taekwondo can be seen in these games.
  • Besides these, the Wrestling and Lawn Bowls events began yesterday, while the game of Beach Football concluded with the victory of Kerala over hosts in the final match

  • Shilpa Rani of Haryana got the yellow metal in the Women’s Javelin Throw.
  • Virdhawal Khade proved his dominance in swimming, smashing his own record in a 50-metre freestyle.
  • In the Men’s Decathlon event, Tejaswin Shankar of Delhi won the Gold medal with Rohit Roman of the Services Sport Control becoming a runner-up.
  • Tamil Nadu men’s team and Andhra Pradesh women’s team won the 4x100m relay.
  • Meanwhile, Maharashtra continued its dominance in the Games.

Climate change expert Prof. Saleemul Huq passed away

  • Eminent climate change expert Professor Saleemul Huq, director of International Centre for Climate Change and Development, passed away in Dhaka, Bangladesh at the age of 71.

About Saleemul Huq :

  • Professor Saleemul Huq was born on 2 October 1952 in Karachi, Pakistan.
  • He served as a Professor at the Independent University Bangladesh (IUB).
  • Professor Huq was the Director of the International Centre for Climate Change & Development (ICCCAD), where he focused on climate change issues.
  • He was a lead author of the 3rd, 4th, and 5th assessment reports of the Intergovernmental Panel on Climate Change (IPCC), highlighting his expertise in the field of climate change and adaptation.
  • He provided advisory support to the Least Developed Countries (LDC) group in the United Nations Framework Convention on Climate Change (UNFCCC), focusing on adaptation, loss and damage, and climate finance.
  • He served as co-chair of Action Track 5 on Building Resilience to Vulnerabilities, Shocks & Stress as part of the UN Food System Summit for 2021.
  • He was associated with the International Institute on Environment and Development (IIED) in the United Kingdom.
  • He served as the Chair of the Expert Advisory Group for the Climate Vulnerable Forum (CVF), emphasizing his involvement in climate-related global initiatives.
  • He held the position of Senior Adviser on Locally Led Adaptation with the Global Centre on Adaptation (GCA), headquartered in the Netherlands.

Awards & Honors :

  • He received recognition for his contributions, including the 2020 National Environment Award by the Government of Bangladesh and being appointed Officer of the Order of the British Empire (OBE) in the 2022 New Year Honours for his services in combating international climate change.
  • In 2022, he was recognized by the journal Nature as one of the top ten global scientists, described as a “climate revolutionary” due to his significant contributions to the field of climate science.
